Networks and organizations need to find ways to be more effective in pursuing their objectives and thus seek to “learn” to be able to respond, innovate and adapt to complex, changing social and environmental conditions, thus bringing about social change. An essential capacity for ARD (Agricultural Research for Development) partnerships is therefore the ability to reflect and learn. Learning is not simply about increasing knowledge and skills or changing attitudes; it is about making sense of complexity to act more effectively.

The International Water Management Institute (IWMI) has been working in Nepal since 1986 with the objective of undertaking research in water management and to strengthen the research capabilities of concerned government agencies. This paper examines the role of education to increased agricultural productivity and the key areas in which education and training policies, reforms, programmes and investments combine to set Africa firmly on the path to sustainable agricultural development.
The slow rate of agricultural development in Africa can largely be blamed on lack of functional relationships between technology/innovation generation centers, local farming communities, financial institutions and markets. The result has been low penetration of promising innovations/technologies thus, low adoption levels and/ or partial adoption; and limited or no access to markets and financial services by farmers. In general, most of the innovation/technologies developed have not been extensively out-scaled; some of which are not even packaged in user friendly formats.
