This report describes the concepts and methods used to evaluate a regional capacity development project in Latin America. The project under study aims to strengthen planning, monitoring, and evaluation in agricultural research organizations in the region. The report outlines the procedures employed in five evaluation studies and summarizes the results of each study. It then presents consolidated findings in response to three evaluation questions: What were the main contributions of the project to agricultural research management?

This is a simple analytical tool that has been developed as part of Sida’s action programme for capacity development. It is intended to provide guidance in project preparation and project assessment. It shall assist Sida staff and other actors to define needs for capacity development. It will thus help to identify factors that are important for sustainable development.

This article aims to analyse some of the possibilities and barriers that local communities face in promoting endogenous industrial development in an increasingly globalised economy. The analysis is based on the view that regionalisation is an important aspect of the globalisation trend and, therefore, a crucial economic trend in the international economy. This paper reviews the experience of the Biodiversity Consortium at the Philippine site in conducting research to develop tools and approaches to improve biodiversity conservation with the active involvement of the communities that live near the Mt. Kitanglad Range Nature Park. The following section discusses the global setting of Integrated Conservation Development Projects (ICDP) , highlights some of the key lessons learned so far, and proposes a theoretical framework.

This case study in the development of hot pepper marketing in the Caribbean covers the period from the early 1980's to 2000. During the period several partnerships were forged among a host of public and private research institutions, export agencies, private companies and farmer groups to solve major constraints along the commodity chain.

Cross bred cow adoption is an important and potent policy variable precipitating subsistence household entry into emerging bulk markets. This paper focuses on the design of policies that create and sustain milk-market expansion among a sample of households in the Ethiopian highlands. In this context it is desirable to measure a household's `proximity' to market in terms of the level of deficiency of an essential input. This problem is compounded by four factors.

More and more, development organizations are under pressure to demonstrate that their programs result in significant and lasting changes in the well-being of their intended beneficiaries. However, such "impacts" are often the product of a confluence of events for which no single agency or group of agencies can realistically claim full credit. As a result, assessing development impacts is problematic, yet many organizations continue to struggle to measure results far beyond the reach of their programs

This paper addresses four questions: · What lessons can be drawn from the "rise and decline" of NARS in Africa? · What can African research managers learn from some of the successful reforms of NARS in Asia and Latin America over the past 10 to 15 years? · What are the major challenges facing the NARS in the ASARECA region in the coming 10-20 years? · What are the critical reforms and the incentives needed to develop pluralistic, accountable, productive and financially self-sustaining NARS in AFRICA?

Mainstream agricultural research has focused primarily on technical and biological aspects and is aimed at controlling or manipulating nature through the use of external inputs, such as
agricultural chemicals or super seed. In developing countries, the results of this research have benefited some resource-rich farmers in well-endowed areas, were suitable to only a limited
extent for poorer farmers in the more favourable areas, and were - in most cases - completely inappropriate for small-scale farmers in marginal areas, e.g. in the mountains or the drylands.
