Agriculture and food supply face a repositioning in the context of challenges associated with the Millennium Development Goals. From a development perspective it is of central importance to identify the role that the sector should perform in the fight against poverty and in a world that is increasingly urbanized.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. The paper sets out the general concepts and principles of the Agricultural Innovation Systems approach, and its application to agricultural research and development, particularly in sub-Saharan Africa. It is intended for those interested in applying new approaches to research with farmers, NGOs and the private sector that lead to developmental outcomes.

This report reviews recent trends in agricultural innovation systems (AIS) and discusses the impact of a wide range of policies on the creation and diffusion of innovation in the agricultural and agrifood sector. It suggests a framework for analysing the role of governments in fostering increased innovation, with a view to helping to identify practical actions that governments could take to improve productivity growth, sustainable use of resources, and resilience to future market developments in national and global agriculture and agri-food systems.

The paper discusses the work force development (Wfd) tool that places explicit focus on three functional dimensions of Wfd policies and institutions: (a) strategy; (b) system oversight; and (c) service delivery. System oversight refers to the governance arrangements that shape the behaviors key stakeholders involved, including individuals, employers, and training providers.

There is renewed attention on the importance of advisory services and extension in rural development processes. This paper, based on the publication ‘Mobilizing the potential of rural and agricultural extension', focuses on five opportunities to mobilise the potential of extension and advisory services. The five areas are: (1) focusing on best-fit approaches; (2) embracing pluralism; (3) using participatory approaches; (4) developing capacity; and (5) ensuring long-term institutional support.

This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen Agricultural innovation systems (AIS) and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts.

This policy brief deals with the following points: (i) Given the importance of agriculture and the rural medium for countries’ growth and development, policy makers must strengthen the institutional structure of rural extension and increase public and private investment; (ii) Abundant natural resources, knowledge, technology, and extensionists are not enough.

Following the remarkable success of performance testing in the commercial sector, the Agricultural Research Council's Animal Improvement Institute (ARC–AII) initiated a beef cattle performance testing scheme for smallholder farmers in 1996. The scheme, which became known as Kaonafatsho ya Dikgomo (Sotho for animal improvement), has been running well in the Northern and North West Provinces and is set to spread gradually to the rest of the country.
