The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation. The Webinar with Universities on Capacity Development for Agricultural Innovation - Bringing System-wide Change in Asia-Pacific took place on 16 November 2017, 13:00hrs (CET) under the Tropical Agriculture Platform (TAP) hosted by the Food and Agriculture Organization of the United Nations (FAO). The Asia-Pacific Association of Agricultural Research Institutions (APAARI) organized and moderated the webinar, with support from FAO, the Global Confederation of Higher Education Associations for Agricultural and Life Sciences (GCHERA) and Global Forum for Agricultural Research (GFAR).

This paper is a case study of capacity strengthening activities carried out at the Agricultural Research Corporation in Sudan between July 2008 and March 2011. These activities were undertaken through the project ‘Strengthening Capacity for Agricultural Research and Development (SCARDA)’ which was implemented in the East and Central Africa region by the Association for Strengthening Agricultural Research in East and Central Africa.

This document aims to guide a small team tasked to assess the capacity for agricultural innovation in a multi-stakeholder context. A capacity needs assessment (CNA) is a process for identifying a project’s perceptions (through staff, partners and stakeholders) on various capacity areas that impact the work they do.
