This report describes the main themes and issues discussed during the Committee on World Food Security (CFS) at the side event "Strengthening Agricultural Innovation Systems for Family Farming. Multi-stakeholder processes to develop capacities to innovate for food and nutrition security", which took place on Thursday 17 October 2019 at FAO Headquarters (Rome, Italy).
In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household.
Strengthening the abilities of smallholder farmers in developing countries, particularly women farmers, to produce for both home and the market is currently a development priority. In many contexts, ownership of assets is strongly gendered, reflecting existing gender norms and limiting women’s ability to invest in more profitable livelihood strategies such as market-oriented agriculture. Yet the intersection between women’s asset endowments and their ability to participate in and benefit from agricultural interventions receives minimal attention.
The impact of the COVID-19 pandemic will vary for different groups of rural population, with the highest impact expected to be on farmers and other vulnerable groups, especially women and youth. Targeted support is feasible only by activating a network of actors or organizations within agricultural innovation systems (AIS) and promoting customized technologies and practices suitable for location specific contexts.
“Business as usual” is no longer an option for a food-secure future. Pastoralism can be an innovative system: a time-tested, undervalued alternative to high-input and resource-intensive farming, and a valuable lesson for the much needed evolution towards ‘farming with nature’, with largely-untapped potential for income growth and employment in marginal areas.

The publication is a part of the FAO work to assist the member countries in reforming their national Extension and Advisory Services (EAS). It highlights the main elements and provides concrete guidelines for the policy makers to make EAS demand-driven, i.e. responsive to diverse needs and demands of rural producers, including the most vulnerable groups, women and youth etc.
This brochure on Global Knowledge Product provides an update of work carried out in 2020 on the development of some selected strategies, guidelines for the assessment of innovation systems, strategies for promoting agricultural innovation, and knowledge portals for sharing of technologies and good practices that integrate sustainable agricultural production and food security. The development of knowledge products contributes to FAO’s strategic objective of making agriculture, forestry, and fisheries more productive and sustainable.

It highlights the main elements and provide concrete guidelines for the policy makers to coordinate pluralism in extension and advisory services (EAS), i.e. ensuring that multiple EAS providers from public, private sector and NGOs/donors, provide quality services that contribute to national agricultural priorities and wellbeing of rural producers, collaborate and exchange information to maximise synergies and minimise gaps and duplications.
