This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.
This article proposes ways to use programme theory for evaluating aspects of programmes that are complicated or complex. It argues that there are useful distinctions to be drawn between aspects that are complicated and those that are complex, and provides examples of programme theory evaluations that have usefully represented and address both of these.
This study demonstrates the practical application of CRS' partnership principles. CRS Niger and CADEV Niger (Caritas Niger), with the support of USAID's Food for Peace program, worked together to identify areas of CADEV Niger's organizational strengthening plan for CADEV Niger's human, material, and financial management, its institutional framework, and its access to and use of management tools. CADEV Niger, with CRS support, also worked to increase the capacity of field agents and volunteers, while simultaneously increasing the involvement of community members.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. During May 2010 the International Centre for Tropical Agriculture (CIAT) hosted two events related to knowledge management (KM): The Knowledge Share Fair for Latin America and the Caribbean, funded by the Food and Agriculture Organization of the United Nations (FAO), and a regional meeting of the Knowledge Management for Development (KM4Dev) community. The Fair was attended by 200 professionals from more than 70 organizations and 18 countries and showcased more than 40 experiences related to KM in agriculture, development and food security.
In this chapter the authors compute measures of total factor productivity (TFP) growth for developing countries and then contrast TFP growth with technological capital indexes. In developing these indexes, the authors incorporate schooling capital to yield two new indexes: Invention-Innovation Capital and Technology Mastery. They find that TFP performance is strongly related to technological capital and that technological capital is required for TFP and cost reduction growth.

This Module is the first in a series of four that address capacity development competencies in FAO. It is intended to provide FAO staff and consultants with a basic understanding and knowledge of Capacity Development (CD), reflecting the international debate as well as FAO’s perspective on CD. It also provides some key concepts for adopting changes in responsibilities, behaviours and attitudes that are consistent with FAO’s new role in CD.
