Over the past quarter century, Vietnam’s agricultural sector has made enormous progress. Vietnam’s performance in terms of agricultural yields, output, and exports, however, has been more impressive than its gains in efficiency, farmer welfare, and product quality. Vietnamese agriculture now sits at a turning point. The agricultural sector now faces growing domestic competition - from cities, industry, and services - for labor, land, and water. Rising labor costs are beginning to inhibit the sector’s ability to compete globally as a low cost producer of bulk undifferentiated commodities.

The World development report 2010: development and climate change highlights the link between biotechnology, development, and environment. Aside from recognizing biotechnology's potential to improve crop productivity, increase crop adaptation to climatic stresses such as drought, and mitigate greenhouse gas emissions, the report emphasizes the need to establish science-based regulatory systems 'so that risks and benefits can be evaluated on a case-by-case basis, comparing the potential risks with alternative technologies' (World Bank 2010).

This paper explores how a 'conflict and violence sensitive' framework in project assessment, design and implementation facilitates early identification and mitigation of negative consequences of competition and dispute, and promotes sustainable development over the longer term. It discusses the role of renewable resources in perpetuating conflict and violence, and distills lessons from selected development programming experiences in managing conflict risks associated with these dynamics.

The purpose of this report is to review the major effects of climate change on the agricultural sector; to examine the causes of vulnerability; and to suggest a range of potential options and investment opportunities for supporting adaptation efforts and, more generally, for building adaptive capacity. Over the last 20 years, poor rural farmers in Nigeria have seen the benefits of community organization as a tool for local economic development under the National Fadama Development Project series. They have witnessed improvements in rural areas that have embraced a more inclusive and participatory model of local economic decision making. Many communities have come together under the umbrella of new institutional arrangements for addressing local issues. These arrangements have visibly improved economic conditions, boosted agricultural incomes, and helped reduce rural poverty.
