Applied Research and Innovation Systems in Agriculture (ARISA) was implemented by CSIRO in collaboration with Indonesian partners. This multi-year program seeks to strengthen collaboration between public research organisations and agribusinesses in order to incubate and deliver technology and business solutions appropriate to smallholder farmers. The geographic focus of the program was Eastern Indonesia.

The CGIAR is currently in a state of transition from its historical role in addressing defined agricultural technology problems, to engagement with strategic partnerships addressing systemic change challenges of the type defined by the Sustainable Development Goals (SDGs). This review explores good practice in multi-stakeholder partnerships (MSPs). Its purpose is to assist the CGIAR in identifying effective practices and strategies in the rapidly evolving context of stakeholders and global development initiatives.

The CSIRO Agriculture and Food & the CGIAR Independent Science and Partnership Council (ISPC) Secretariat are collaborating to explore the nature of agri-food systems innovation and impact. How do the innovation platforms and facilitated networks currently deployed in the Global South help trigger dynamics of collaborative innovation that can be useful for the agroecological transition? What are the difficulties encountered and how can they be overcome? This chapter throws lights on these questions. The first part justifies the interest in studying the ecologisation of agriculture through the prism of collaborative innovation and of its paradoxes.

This chapter reports on the different functions fulfilled by existing mechanisms for supporting collective innovation in the agricultural and agrifood sectors in the countries of the Global South in order to identify the potential contributions the research community can make to strengthen them. The authors show that a variety of mechanisms are needed to create enabling conditions for innovation and to provide a step-by-step support to innovation communities, according to their capacities and learning needs.

The shrimp sector has been one of the fastest growing agri-food systems in the last decades, but its growth has entailed negative social and environmental impacts. Sustainable intensification will require innovation in multiple elements of the shrimp production system and its value chain. The study focuses on the case of the shrimp sector in the Mekong Delta in Viet nam to explore the constraints inthe transition to sustainable intensification in shrimp farming, using an analytical framework based on innovation systems thinking, i.e., an aquaculture innovation systems framework.

Invasive species such as Ambrosia (an annual weed) pose a biosecurity risk whose management depends on the knowledge, attitudes and practices of many stakeholders. It can therefore be considered a complex policy and risk governance problem. Complex policy problems are characterised by high uncertainty, multiple dimensions, interactions across different spatial and policy levels, and the involvement of a multitude of actors and organisations. This paper provides a conceptual framework for analysing the multi-level and multi-actor dimensions of Ambrosia management.

Although the political context in Uganda exhibits democratic deficit and patronage, research and development actors have given little attention to the possible negative impact these may have on agricultural policymaking and implementation processes. This article examines the influence of power in perpetuating prevailing narratives around public participation in agricultural policymaking processes.

Multi-stakeholder platforms have become mainstream in projects, programmes and policy interventions aiming to improve innovation and livelihoods systems, i.e. research for development interventions in low-and middle-income contexts. However, the evidence for multi-stakeholder platforms' contribution to the performance of research for development interventions and their added value is not compelling. This paper focuses on stakeholder participation as one of the channels for multi-stakeholder platforms' contribution to the performance of research for development interventions, i.e.

Agricultural policies in sub-Saharan Africa have paid insufficient attention to sustainable intensification. In Uganda, agricultural productivity has stagnated with aggregate increases in crop production being attributed to expansion of cultivated land area. To enhance sustainable crop intensification, the Ugandan Government collaborated with stakeholders to develop agricultural policies using an evidence-based approach. Previously, evidence-based decision-making tended to focus on the evidence base rather than evidence and its interactions within the broader policy context.
