Since 2017, in line with COAG’s recommendation, the Research and Extension Unit engaged in the development of a participatory AIS assessment framework including a customizable toolbox for countries with a totally new capacity development perspective. The assessment framework is meant for actors of the national agricultural innovation systems, i.e.

Equipping agricultural extension and advisory services with nutrition knowledge, competencies and skills is essential to promote nutrition-sensitive agriculture. This report presents the results of an assessment of capacity within agricultural extension and advisory services, undertaken in Telangana State, India, with the global capacity needs assessment (GCNA) methodology developed by FAO and GFRAS. Extension and advisory services (EAS) perform an important role in agricultural development and help reduce hunger and poverty. Development efforts are increasingly complicated because of challenges such as natural resource depletion and climate change. Agricultural development frameworks have moved from a linear to a more complex systems perspective. Many scholars today use the agricultural innovation systems (AIS) framework as a conceptual model.

In theory, under the federal structure agricultural extension services can serve communities better as it aims to be client responsive and accountable to its consumers at the village level. However, poor understanding of federalism that has only recently emerged from the persisting centralized and feudal conceptions, limited practices of democratic norms and values primarily due to the lack of understanding of local governance, and limited commitment of political actors and policy makers to federalism, may derail the good intentions behind federalism.

Extension and advisory services (EAS) play a key role in facilitating innovation for sustainable agricultural development. To strengthen this role, appropriate investment and conducive policies are needed in EAS, guided by evidence. It is therefore essential to examine EAS characteristics and performance in the context of modern, pluralistic and increasingly digital EAS systems. In response to this need, the Food and Agriculture Organization of the United Nations (FAO) has developed guidelines and instruments for the systematic assessment of national EAS systems.

EAS are increasingly provided by a range of actors and funded from diverse sources. With the broadened scope of EAS and the growing complexity of the system, the quantitative performance indicators used in the past (for example related to investment, staffing or productivity) are no longer adequate to assess the performance of EAS systems.

With the broadened scope of EAS and the growing complexity of the system, the quantitative performance indicators used in the past (e.g. related to investment, staffing or productivity) are not adequate anymore to understand whether the system is well-functioning.

Considering the new opportunities that ICT innovations bring to improve performance of financial and extension services, this study looks at the potential contribution of financial and extension services to the Sustainable Development Goals (SDGs). The approach used extends the standard Data Envelopment Analysis (DEA) model to include longer-term management goals and find a solution that balances the efficient use of innovation investments and the achievement of policy goals, making this approach well suited for the analysis of the SDGs.

Recent sessions of FAO Governing Bodies have put a strong focus on science, technology and innovation and Members are increasingly requesting FAO’s support to harness science and innovation. The FAO Science and Innovation Strategy (the Strategy) was adopted by the FAO Council at its 170th Session following an inclusive and transparent consultative process, with the participation of all Members through formal sessions of Governing Bodies (including the Regional Conferences in 2022), as well as two informal consultations and informal meetings with Regional Groups.

The Unites States Agency for International Development (USAID) Feed the Future De-veloping Local Extension Capacity (DLEC) project conducted a three-country study on youth and EAS in Rwanda, Niger and Gua-temala. These case studies provided a land-scape analysis to inform actions to strengthen the inclusion of youth in EAS to improve their livelihoods and increase the effective-ness of EAS systems.
