The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes.

Despite significant work to enhance women’s empowerment in agriculture, women remain marginalized across the globe. This includes gender gaps in agricultural extension and advisory service implementation that can lead to inequitable resource and knowledge access by farmers, specifically women. However, gender does not exist in isolation, it is place and time specific. This study investigated the impact of gender and geography on smallholder farmer access to and agency over resources/knowledge.

This document provides a Regional synthesis report on capacity needs assessment for agricultural innovation in Africa. FARA was selected as Recipient Organization by FAO to facilitate TAP implementation in Africa. The article provides a conceptual framework and discusses research methods for analyzing pluralistic agricultural advisory services. The framework can also assist policy-makers in identifying reform options. It addresses the following question: Which forms of providing and financing agricultural advisory services work best in which situation? The framework ‘disentangles’ agricultural advisory services by distinguishing between (1) governance structures, (2) capacity, (3) management, and (4) advisory methods.
This paper takes a closer look at innovation systems, including the various actors involved, their interrelationships, and governance mechanisms. Innovation systems operate at different levels, in terms of structure, functioning, and performance at the national level, and from two different angles: as a macrostructure that involves different functions and key organizations working on these functions, and as the composite of different innovation networks comprising individuals and local and national organizations.
Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
