An innovation platform is a space for learning and change. It is a group of individuals (who often represent organizations) with different backgrounds and interests: farmers, traders, food processors, researchers, government officials etc. The members come together to diagnose problems, identify opportunities and find ways to achieve their goals. They may design and implement activities as a platform, or coordinate activities by individual members. This brief explains what innovation platforms are and how they work, and it describes some of their advantages and limitations.

Innovation platforms can be complex and challenging so effective monitoring is critical to ensure that they function effectively and achieve their intended purposes. A monitoring system is a collection of methods and tools to track and measure innovation activities, processes among partners, and the results of these processes. The markets and value chains approach has recently become fashionable in agricultural development interventions. So too have innovation platforms. One of the most important things that innovation platforms do is to build the capacity of their members to innovate. Some key elements of innovation capacity include: self-organization, learning new skills, changing mindsets, valuing others’ roles in innovation, having a holistic view, being able to adapt to changing situations, creating new ideas, recognizing opportunities, being proactive, using indigenous ideas, and looking to the future. This brief uses the analogy of a traditional African cooking pot to explain how innovation capacity is developed within an innovation platform.

Although it is not always acknowledged, power differences between partners fundamentally affect Agricultural Research for Development (ARD) partnerships. In referring to its African-European ARD partnerships, PAEPARD has often alluded to aspects of power without naming them as such. The project was established to create “equitable and balanced partnerships” between: a) researchers and research users, and b) African and European partners.

Inclusion is a key issue for Agricultural Research for Development (ARD). Development goals in and of themselves call for better livelihoods and opportunities for the less privileged actors working in agriculture. They also call for greater equity and balanced representation of the population at an institutional level. This brief focuses on how ARD processes can more sensitively address gender relations and youth issues. Women and young people have distinctive needs and interests which can be less visible within broader “Producer Organizations”, for example.

This paper presents the common framework on CD for AIS developed by TAP and points to the relevance of meta-learning and the importance of “functional capacities”, if higher education institutions and their graduates are to become active players in the agricultural innovation system. The Framework was developed through an inclusive, participatory and multi-stakeholders approach with contributions by TAP Partners, including FARA and the Global Conference on Higher Education and Research in Agriculture.

Small millets, a group of highly nutritious food, have taken a back seat in the Indian agriculture landscape in recent years, due to government policies and failings in the value chain. In this commentary, the unusual decline of small millets in comparison to its substitutes, and the repercussions thereof, were first presented as context. Thereafter, based on analysis of data from literature, survey, and stakeholder contributions, a cluster map for the Indian small millets value chain was designed, and its competitive state presented.

The paper takes a critical look at two key interventions identified to deliver the PAEPARD capacity strengthening strategy. Firstly, the training of a pool of agricultural innovation facilitators (AIF) to broker relations between relevant stakeholders for the consolidation of effective consortia. PAEPARD envisaged the role of AIF as to support both the face-to-face and virtual (via skype, email or social media) engagement of partners in capacity strengthening processes.
