This Economic and Sector Work paper, “Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems,” was initiated as a result of the international workshop, “Development of Research Systems to Support the Changing Agricultural Sector,” organized by the Agriculture and Rural Development Department of the World Bank in June 2004 in Washington, DC.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper summarizes the workshop findings and uses them to develop and discuss key issues in applying the innovation systems concept. The paper aims to identify barriers to the development of Learning and Innovation Networks for sustainable agriculture (LINSA). In such networks, social learning processes take place, and knowledge about sustainable agriculture is co-produced by connecting between the different frames and social worlds of the stakeholders with the help of boundary objects. Studying such processes at the interface between different knowledge spheres of research, policy and practice requires a specific methodology.

This study demonstrates the practical application of Catholic Relief Service (CRS)' partnership principles. CRS Niger and CADEV Niger (Caritas Niger), with the support of USAID's Food for Peace program, worked together to identify areas of CADEV Niger's organizational strengthening plan for CADEV Niger's human, material, and financial management, its institutional framework, and its access to and use of management tools.

Contemporarily, agriculture is facing many challenges connected with growing food demand and scarcity of natural resources. In meeting these challenges innovation has become of crucial importance. The paper aims at providing an insight on the topic of the needs and possibilities of open innovation and its significance for the transition towards sustainable and more productive agriculture of EU. We argue that given the complexity of innovation process there emerges the need for effective interactions between all actors of agriculture sector.

his paper draws on the transition literature to examine niche-regime interaction. Specifically it aims to reveal and contribute to an understanding of the processes that link sustainable agriculture innovation networks to the agricultural regime. It analyses findings from participatory workshops with actors in 17 Learning and Innovation Networks for Sustainable Agriculture (LINSA) across Europe. Framing linkage as an adaptive process, whereby regime actors and entities adapt to incorporate LINSA, and vice versa, reveals different patterns and processes of adaptation.

African agriculture is currently at a crossroads, at which persistent food shortages are compounded by threats from climate change. But, as this book argues, Africa can feed itself in a generation and help contribute to global food security. To achieve this Africa has to define agriculture as a force in economic growth by: advancing scientific and technological research; investing in infrastructure; fostering higher technical training; and creating regional markets.

This report explores the role of rural networks in enhancing innovation processes, questioning the features of the agricultural/rural networks could enhance farmers’ ability to co-innovate in cooperation with other actors. The prospect of this investigation is also to provide interesting and significant experiences that constitute examples for the ‘European Innovation Partnership’ by increasing farmers’ capacities to create, test, implement and evaluate innovations in cooperation with other rural actors.
