This paper argues that Dutch-funded capacity development projects in developing countries for tertiary agricultural education organisations as they are currently carried out are not able to successfully achieve the sustained changes required. That is, changes in how an organisation functions, its cultural norms and rules, and also in how it interacts within wider networks. Rather, long-term institutional change is needed.
This paper was presented at the Farmer First Revisited: 20 Years On conference at IDS, University of Sussex, UK, December 2007. Its focus is the challenge of strengthening agricultural innovation systems. The paper prefaces this discussion by reflecting on an apparent paradox. While agricultural innovation has never been better studied and understood, many of our ideas about innovation have failed to fundamentally change the institutional and policy setting of public and private investment intended to promote innovation for development.
This book contains a collection of papers that discuss the experience of an Agricultural Research for Development (AR4D) capacity building program in Papua New Guinea (PNG). The program was the AusAID-funded Agricultural Research and Development Support Facility (ARDSF), which ran for fi ve years from 2007 to 2012, and which sought to improve the delivery of services by agricultural research organisations to smallholder farmers.
This issue of the quarterly journal "Capacity.org" focuses on methods that can help to understand the societal context in which capacity development takes place. One of these methods is systems thinking, in which organisations, sectors and societies are seen as systems composed of elements that interact with each other.
This paper aims to map the experience of the RIU Asia projects and draw out the main innovation management tactics being observed while laying the groundwork for further research on this topic. It provides a framework to help analyse the sorts of innovation management tasks that are becoming important. This framework distinguishes four elements of innovation management: (i) Functions (ii) Actions (iii) Tools and (iv) Organisational Format.
The book documents a diversity of approaches for and results from the development of innovation processes (endorsing the definition proposed by FARA) through a review of twelve agricultural platforms in sub-Saharan Africa. These cases are far from exhaustive but nevertheless bring up a wealth of experiences. The authors do not pretend to present a model or template for the perfect innovation platform. To the contrary – they do not believe this is possible.
This paper sets out to explore the nature of new organisational and institutional vehicles for managing innovation in order to put research into use for social gain. It has reviewed four classes of such vehicles found in South Asia.
This book describes how the Alliance for a Green Revolution in Africa (AGRA) has been trying to improve markets for staple foods in Africa through its Market Access Programme. It describes 13 projects from eight countries (Burkina Faso, Ghana, Kenya, Malawi, Mozambique, Rwanda, Tanzania and Uganda) that the programme has supported. The book does not attempt to describe the cases in detail. Rather, it focuses on particular aspects in order to derive lessons from which the project managers, AGRA and other development organizations can learn.
This paper explores the use of complex adaptive systems theory in development policy analysis using a case study drawn from recent events in Uganda. It documents the changes that took place in the farming system in Soroti district during an outbreak of African cassava mosaic virus disease (ACMVD) and the subsequent decline in cassava production — the main staple food in the area. Resultant adaptation impacts are analysed across cropping, biological, economic and social systems each of which operate as an interlinked sub-system.
This paper argues that impact assessment research has not made more of a difference because the measurement of the economic impact has poor diagnostic power. In particular it fails to provide research managers with critical institutional lessons concerning ways of improving research and innovation as a process. Paper's contention is that the linear input-output assumptions of economic assessment need to be complemented by an analytical framework that recognizes systems of reflexive, learning interactions and their location in, and relationship with, their institutional context.
