This report documents the history of the systems of rice intensification (SRI, for short) in India in the last few years and presents some of the institutional changes and challenges that SRI throws up. The first part looks at the complex and continuing evolution of SRI in India and presents SRI as an innovation in process and not as a completed product. Farmers and other actors are continuously shaping it through their practice. Part II focuses on insights of the innovation systems framework looking closely at the nature and quality of linkages of the various actors.

Social learning in multi-actor innovation networks is increasingly considered an important precondition for addressing sustainability in regional development contexts. Social learning is seen as a means for enabling stakeholders to take advantage of the diversity in perspectives, interests and values for generating more sustainable practices and policies. Although more and more research is done on the meaning and manifestations of social learning, particularly in the context of natural resource management, little is known about the social dynamics in the process of social learning.

This Economic and Sector Work paper, “Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems,” was initiated as a result of the international workshop, “Development of Research Systems to Support the Changing Agricultural Sector,” organized by the Agriculture and Rural Development Department of the World Bank in June 2004 in Washington, DC.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. The aim of this paper is to analyze the role of innovation intermediaries (II) in the technology and knowledge transfer process in the agricultural sector. The authors explore the case of an II in México, the Produce Foundation (PF), an important stakeholder in that sector, influencing the transformation of public research institutions which have had major and diverse impacts on the agricultural innovation and research system in México.

The paper aims to identify barriers to the development of Learning and Innovation Networks for sustainable agriculture (LINSA). In such networks, social learning processes take place, and knowledge about sustainable agriculture is co-produced by connecting between the different frames and social worlds of the stakeholders with the help of boundary objects. Studying such processes at the interface between different knowledge spheres of research, policy and practice requires a specific methodology.

This book contains a collection of papers that discuss the experience of an Agricultural Research for Development (AR4D) capacity building program in Papua New Guinea (PNG). The program was the AusAID-funded Agricultural Research and Development Support Facility (ARDSF), which ran for fi ve years from 2007 to 2012, and which sought to improve the delivery of services by agricultural research organisations to smallholder farmers. 

Written by practitioners, this publication is designed to make capacity development more professional and increasingly effective in achieving development goals. Practical illustrations draw on experiences from the civic, government and private sectors. A central theme is to understand capacity as more than something internal to organisations. This book shows how capacity also stems from connections between different types of actor and the levels in society at which they operate.

The Andhra Pradesh sorghum coalition illustrates the valued added by working in coalition. By combining different perspectives to give rise to new, synthesised ideas, the member organisations worked at a faster pace and achieved their objectives more successfully and sustainably than they could have done if working separately. The methodology of their research was designed collaboratively. As a result, scientists carried out repeat experiments on poultry, at the request of poultry farmers and feed manufacturers, which greatly increased their confidence in the evidence.

The increasing complexity of technology development and adoption is rapidly changing the effectiveness of scientific and technological policies. Complex technologies are developed and disseminated by networks of agents. The impact of these networks depends on the assets they command, their learning routines, the socio-economic environment in which they operate and their history.
