Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.

Innovation platforms are advocated as a promising way to find solutions to complex problems, such as those in agriculture and natural resource management. As social, economic and environmental problems grow ever more complex, researchers need
to engage more actively with stakeholders such as farmers, development practitioners and policymakers to explore, design and implement solutions. Innovation platforms offer them an opportunity to do so.

The markets and value chains approach has recently become fashionable in agricultural development interventions. So too have innovation platforms. This brief shows how innovation platforms can be a useful vehicle to promote market development. It is available in Chinese, English, Hindi, Thai and Vietnamese.

Facilitation of innovation is a flexible and adaptive process during which facilitators manage dialogue and stimulate collective problem analysis by multiple stakeholders to overcome challenges or make use of opportunities. This is the first chapter of the book "Innovation platforms for agricultural development: Evaluating the mature innovation platforms landscape". It introduces the background, case study competition process, case study characterization and readers’ guide, and book outline. Characterization of the case studies includes their geographical spread, age and life stage of the platforms, and specific information on the multi-stakeholder processes, the content matter, platform support functions, and outcomes and impacts.

The chapter is a part of the book Innovation platforms for agricultural development edited by Iddo Dror, Jean-Joseph Cadilhon, Marc Schut, Michael Misiko and Shreya Maheshwari. It introduces the background for the setting up of innovation platforms (IPs), initiation and function of the three IPs in Ethiopian highlands, innovation fund to support fodder development, the role of different actors in scaling up, outcomes and impact of the intervention, and lessons learned.

Innovations generally arise out of a network of actors and relationships and network structure determines how effective networks are at fostering innovation. This paper (Part II) presents work to develop a network diagnosis tool for stakeholders involved in agricultural supply chains in Bolivia. The prototype method used is based on social network analysis methodology. This paper concludes with a final section to identify lessons learnt and makes recommendations for future research.

Innovation Platforms in the Aquaculture Value Chain in Egypt was presented at the National Aquaculture Innovation Platform Workshop, Cairo, 19-20 February 2014. It is a CGIAR Research Program on Livestock and Fish that aims to increase the productivity of small-scale livestock and fish systems in sustainable ways, making meat, milk and fish more available and affordable across the developing world.
