Water is scarce and pivotal for the Sahel, not only for increasing the productivity for millions of small-scale farmers but also for countering loss of arable land resulting from erosion and warming temperatures. A major barrier to the use of water in the Sahel is the lack of infrastructure and technologies – 45 percent of the population do not have access to water, and only 2 percent of arable land is irrigated (OECD, 2022).
The purpose of this methodological guide is to outline how to conduct an empirical assessment of the current landscape of women’s small-scale fishery (SSF) organizations. Applying this methodology will enhance understanding of where women are organized in SSFs (both geographically and within the value chain); what their present organizational characteristics and capacities are; and their primary needs.
Insufficient availability and access to affordable and nutritious animal feeds constitute the most severe problem in pig and poultry value chains in Rwanda.
In recent years, much has been accomplished to develop the small livestock subsector in Rwanda. The Livestock Master Plan (LMP) 2017–2022 and the Fourth Strategic Plan for Agricultural Transformation (PSTA 4) 2018–2024 have proposed and attracted investments that have improved productivity of small livestock value chains including better piggery and poultry genetics, feeds and health services. However, this subsector still faces many problems related to policy and the enabling environment.
An assessment of the Agricultural Innovation System (AIS) of Rwanda’s small livestock sub-sector was conducted in 2021. This report describes the AIS of the small livestock sub-sector in terms of key functions, the underlying causes of their performance, and opportunities for improvement. It presents priorities and entry points for strengthening the AIS of the small livestock sub-sector in Rwanda, with focus on key organisations and the policy level.
This Module is the first in a series of four that address capacity development competencies in FAO. It is intended to provide FAO staff and consultants with a basic understanding and knowledge of Capacity Development (CD), reflecting the international debate as well as FAO’s perspective on CD. It also provides some key concepts for adopting changes in responsibilities, behaviours and attitudes that are consistent with FAO’s new role in CD.

This publication showcases a few case studies where innovative use of emerging technologies together with capacity development has brought about rich dividends.
