This report seeks to understand the successes, challenges and opportunities of Cambodia’s agricultural transformation over the past decade to derive lessons and insights on how to maintain future agricultural growth, and particularly on the government’s role in facilitating it. It is prepared per the request of the Supreme National Economic Council and the Ministry of Agriculture Forestry and Fisheries and is based on the primary farm data surveys from 2005 and 2013, and the secondary data from various sources.
The report analyses the contribution to date of agricultural water management to poverty reduction and growth in the in sub-Saharan Africa region, the reasons for its slow expansion and apparently poor track record, as well as the ways in which increased investment in agricultural water management could make a sustainable contribution to further poverty reduction and growth. The first chapter places agricultural water management in the context of the millennium development goals and paths to poverty reduction through agricultural growth.
This work summarizes background papers prepared for the World Bank Group with significant input from government counterparts and other development partners. It takes stock of major recent developments and argues that a lot has been achieved in the last decade in terms of production of commodities for export and food consumption, with favorable impact on rural poverty reduction. It also argues that the two factors driving the recent agricultural performance, namely favorable international prices and expansion of the agricultural frontier, have reached their limits.
There have been numerous episodes of widespread adoption of improved seed and long-term achievements in the development of the maize seed industry in Sub-Saharan Africa. This summary takes a circumspect view of technical change in maize production. Adoption of improved seed has continued to rise gradually, now representing an estimated 44 percent of maize area in Eastern and Southern Africa (outside South Africa), and 60 percent of maize area in West and Central Africa. Use of fertilizer and restorative crop management practices remains relatively low and inefficient.
Indonesian agriculture is at a crossroads. Supporting the livelihood of millions of Indonesians, it needs to underpin renewed and robust growth of the economy; and be a key component of the Government's poverty alleviation strategy. The challenge for the future is to reinvigorate productivity gains among rural producers, and provide the foundation for long run sustainability of these productivity gains. Productivity gains are key to farmer income growth, and for this rebuilding the research and extension systems that have seen a marked deterioration in recent years will be critical.
Despite myriad challenges, Kenya has emerged in recent years as one of Africa’s frontier economies, with headline growth in the most recent decade propelling the country toward middle-income status. Less well understood is how risk dynamics associated with production, markets, and policy adversely impact sector performance, in terms of both influencing ex ante decision making among farmers, traders, and other sector stakeholders and causing ex post losses to crops, livestock, and incomes - destabilizing livelihoods and jeopardizing the country’s food security.
