This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.

This article proposes ways to use programme theory for evaluating aspects of programmes that are complicated or complex. It argues that there are useful distinctions to be drawn between aspects that are complicated and those that are complex, and provides examples of programme theory evaluations that have usefully represented and address both of these.

This study demonstrates the practical application of CRS' partnership principles. CRS Niger and CADEV Niger (Caritas Niger), with the support of USAID's Food for Peace program, worked together to identify areas of CADEV Niger's organizational strengthening plan for CADEV Niger's human, material, and financial management, its institutional framework, and its access to and use of management tools. CADEV Niger, with CRS support, also worked to increase the capacity of field agents and volunteers, while simultaneously increasing the involvement of community members.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. In this chapter the authors compute measures of total factor productivity (TFP) growth for developing countries and then contrast TFP growth with technological capital indexes. In developing these indexes, the authors incorporate schooling capital to yield two new indexes: Invention-Innovation Capital and Technology Mastery. They find that TFP performance is strongly related to technological capital and that technological capital is required for TFP and cost reduction growth.

Written by practitioners, this publication is designed to make capacity development more professional and increasingly effective in achieving development goals. Practical illustrations draw on experiences from the civic, government and private sectors. A central theme is to understand capacity as more than something internal to organisations. This working paper represents work‐in‐progress of the CBFC project (Community‐based Fish Culture in Seasonal Floodplains and Irrigation Systems), a research project supported by the Challenge Program on Water and Food (CPWF), with the aim of increasing productivity of seasonally occurring water bodies through aquaculture.The project has been implemented in Bangladesh, Cambodia, China, Mali and Vietnam, where technical and institutional options for community based aquaculture have been tested. The project began in 2005 and was completed in March 2010.

This paper analyzes how the Papa Andina Partnership Program, based at the International Potato Center, functions as an innovation broker in the Andean potato sector. As a regional initiative, Papa Andina operates as a second-level innovation broker, backstopping national partners who facilitate local innovation processes in their respective countries. Papa Andina works to strengthen local innovation capacity and to foster innovations in innovation the development of more effective ways of bringing stakeholders together to produce innovations that benefit small-scale farmers.
