In this article is presented an emergent capacity development approach that the authors have developed through participatory action research in Peru and Ecuador, which they call ‘systemic theories of change’ (STOC), for organisational capacity development. They argue that capacity development should be understood as systemic learning. The STOC approach promotes reflection about how we as individuals, organisations, and broader social groups and societal configurations, understand how change occurs.
The publication reviews forty years of development experience and concludes that donors and partner countries alike have tended to look at capacity development as mainly a technical process, or as a transfer of knowledge or institutions from North to South.
This short note discusses the innovation platforms in their potential functions and benefits, with references to southern Africa countries. The initial consideration is that, although appropriate technologies and farming strategies to increase production in small-scale crop-livestock systems exist, farmers often have little or no incentive to invest in these.

This is one of lead papers presented at Innovation Asia-Pacific Symposium: 4-7 May, 2009 Kathmandu, Nepal. Cases representing practical examples of what it might mean to use innovation systems interventions and recognize key features are presented. Four cases represent actions facilitating uptake of research outputs including; a crop pest bio-control method; post harvest management of coffee; isolation and commercialization of an indigenous seed variety and; a community based system to forecast armyworm plagues.
This paper presents an overview of current opportunities and challenges facing efforts to increase the impact of rural and agricultural extension. The starting point for this analysis is in recognition that the days when agricultural extension was synonymous with the work of public sector agencies are over.
Within the last four years, a number of high profile reports outlining new strategies for pulling African agriculture out of its current impasse have emerged. Capacity development for too long has endured the stereotypical characterization of “just training and technical assistance” that has undermined its broader legitimacy. We need to shift to a new and bolder vision of capacity development, one that seeks to catalyze domestic collective capacity for change by inspiring, connecting and empowering transformative leaders and coalitions for change.
