Este proyecto fue financiado por el Fondo Concursable para la Cooperación Técnica del IICA (FonCT) con contrapartes gubernamentales en los tres casos. Capacity development interventions in support of agricultural innovation are more effective when based on systematic and participatory assessments of existing skills and capacity needs. Recognizing that, an instrument has been developed in the context of the Capacity Development for Agricultural Innovation Systems (CDAIS) project. It consists of a capacity scoring tool that allows assessing innovation capacities, identifying strengths and weaknesses and monitoring capacity changes over time. This paper describes the scoring tool and provides guidelines on how to apply it successfully.

Starting with background information, the report presents a summary of the plenary presentations of the workshop, which includes a brief on the post-conflict and protracted crisis environment in the 15 participating countries (Rwanda, Democratic Republic of the Congo, Congo Brazzaville, Sierra Leone, Burundi, Ethiopia, Uganda, Central African Republic, Chad, Guinea Bissau, Guinea Conakry, Liberia, Afghanistan, and Tajikistan). Some countries like Afghanistan qualified all in one as conflict, post-conflict and protracted crisis country.
