Ce document fait le bilan du projet de recherche-action Agora dédié au renforcement de la gouvernance de services publics dans des communes du Bénin, du Burkina Faso et du Mali. Mené par Cités Unies France, le Gret, le Laboratoire Citoyennetés et plusieurs partenaires locaux de 2011 à 2014, Agora a couplé des phases de recherche, d’animation et d’apprentissage à la concertation entre les opérateurs, élus, agents de services techniques et usagers. Il se caractérise par la participation effective d’une équipe de chercheurs au dispositif de concertation.
The study analyzes the current state of Agricultural Technical and Vocational Education and Training (ATVET) in Africa and presents its challenges and opportunities. A review of the ATVET in selected Sub-Saharan Africa countries shows that there are far too few training opportunities for young people and that often, the training offered does not match the needs of the private sector and of local administrations. Cet étude se fonde sur une expérience récente du développement de filières commerciales approvisionnées par des forêts naturelles de bambou dans les montagnes de la province nord de Huaphan, au Laos. Il illustre comment, dans un régime centralisé à parti unique encore réticent à reconnaître les droits et capacités des villageois et de la société civile à créer leurs propres organisations, il est possible de déboucher sur la construction de nouveaux communs.
Les démarches de développement local sont assez standardisées : à partir d'un diagnostic territorial, on met en oeuvre un appui technique et financier aux organisations locales, pour la réalisation de projets dont elles assureront la gestion. Mais les organisations locales sont de nature variée, toutes n'ont pas forcément envie de gérer les équipements qu'elles demandent ; ceux-ci sont plus ou moins complexes à gérer et certains relèvent des prérogatives communales. Enfin, le diagnostic initial dépend de la logique d'ensemble de l'action.
To respond to threats of climate change, Benin has joined the international community in the development and implementation of climate policies.
In this paper, was used a case study approach to investigate the patterns of employment and income generation in cotton and rice value chains in Senegal and Benin. The purpose of the paper is to provide a comprehensive description of both value chains in both countries, emphasizing export potential and innovation entry points with the goal of assessing capacity to generate income, create jobs, and bring about food security.
The aim of this report is to provide a detailed review of documented social learning processes for climate changeand natural resource managementas described in peer-reviewed literature. Particular focus is on identifying (1) lessons and principles, (2) tools and approaches, (3) evaluation of social learning, as well as (4) concrete examples of impacts that social learning has contributed to.
The purpose of this piece of work is to investigate, through a literature review, the role of intermediaries in agricultural extension and rural development. In the first place, a general view of the roles of intermediaries, as depicted in literature, is presented. Then, one of the main types of intermediaries, facilitators is outlined based on a comprehensive review of the literature, particularly in the healthcare sector.
This publication represents a synthesis of assessments of national agricultural innovation systems in countries of Central Asia, South Caucasus and Turkey. The first chapter gives an introduction of the project “Capacity Development for Analysis and Strengthening of Agricultural Innovation Systems in Central Asia and Turkey”, out of which the current publication reports about one of the project outputs achieved.
The study report is based on case studies from Bangladesh (Sulaiman, 2010), Bolivia (Pafumi and Ulloa, 2010), DR Congo (Mbaye, 2010) and Ghana (Adjei-Nsiah and Dormon, 2010) which were carried out with the purpose of assessing needs and gaps with regard to the provision of innovation support services for climate change adaptation. It took the form of desk-studies complemented with key informant interviews.
