The paper, prepared for the "High Level Policy Dialogue on Investment in Agricultural Research for Sustainable Development in Asia and the Pacific" (Bangkok Thailand; 8-9 December 2015), presents the Common Framework on Capacity Development for Agricultural Innovation Systems (CDAIS).The framework is a core component of the Action Plan of the TAP, a G20 Initiative, aiming to increase coherence and effectiveness of capacity development for agricultural innovation that lead to sustainable change and impact at scale.

El objetivo de este articulo es analizar la gobernanza de la cadena de la mora para hacer más eficiente su desempeño en el ámbito de los Sistemas Agroalimentarios Locales. Si bien la interrelación y coordinación entre actores se enmarca dentro de un programa gubernamental diseñado para tal fin, distintos factores, comportamiento del mercado, políticas macro y micro económicas y sectoriales, intereses de actores privados, condiciones de producción y de organización, determinan el proceso de toma de decisiones en la cadena.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. However, despite its importance, various indicators from the sector show that all is not well.
Innovation has become the promising concept to overcome problems and enhance agricultural performance in agricultural research and policies. In the past, innovation was mainly seen as being developed by science or enterprises, and only recently the focus has shifted from a linear to a systemic perception, acknowledging that innovation is a dynamic process that implies the participation of a diversity of stakeholders. Consequently the role of multiple stakeholders, including farmers, in the innovation process receives more attention.
This paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, discusses the innovation network Waardewerken, a Dutch network of rural entrepreneurs pioneering in multifunctional agriculture. which aims to contribute to a professional multifunctional agriculture sector in the Netherlands. For this purpose it cooperates with researchers and policymakers in order to improve policy conditions and to develop knowledge for multifunctional farmers.
