This crave is constrained by unavailability of a proven blue print that describe the paradigm shift from the linear approach and how such could function under different socio-economic, cultural and political climate.

The Philippines is one of the most disaster-prone countries worldwide. Since the entry into force of the Cartagena Protocol on Biosafety in 2003, concerted efforts have focused on mobilizing international assistance to help developing countries build their institutional capacities in biosafety and meet their obligations under the treaty.
