The Women’s Leadership Program in Paraguay is a three-year (2012-2015) higher education partnership between the National University of Asuncion’s School of Agricultural Sciences in Paraguay and the University of Florida (UF) in the United States.The program supports national and local development goals in Paraguay that promote gender equality and female empowerment in the agricultural sector.
Lors de la conception de projets, il importe de faire intervenir les parties prenantes locales le plutôt possible afin de veiller à ce que les activités de renforcement des capacités répondent vraiment à leurs besoins. Les processus multipartites peuvent aussi mener à à une plus grande appropriation des activités et des résultantes des projets. La présente étude de cas offre un exemple de processus multipartite mis en place avec succès au Soudan pour renforcer les systèmes d’information sur la sécurité alimentaire et la nutrition dans quatre États.
Bien que le nombre de personnes vivant au-dessous du seuil de pauvreté en Ouganda ait diminué de moitié cette dernière décennie, le taux de malnutrition a augmenté de 27 à 30 pour cent. Au cours de la même période, la consommation alimentaire journalière par habitant a reculé de 9,5 pour cent, ce qui représente une baisse des apports énergétiques alimentaires. Plusieurs raisons expliquent cette situation, mais selon le Plan d’action pour la nutrition de l’Ouganda (2011-2016) le manque de capacités est l’un des cinq principaux facteurs à l’origine de la persistance de la malnutrition.
Grâce à l’analyse des capacités réalisée en complément des activités visant à améliorer la nutrition, les parties prenantes ont pu obtenir une vue d’ensemble des obstacles auxquels les institutions sont confrontées en Ouganda.
Le manque de capacités individuelles et organisationnelles compromet souvent l’impact à long terme de programmes qui par ailleurs sont techniquement solides. The Farmer Field School (FFS) approach has been very successful and witnessed a strong expansion in many areas beyond crop production. Notwithstanding this success, the adoption of FFS in national extension often remains problematic and FFS activities have often been implemented in the margin of national institutions with strong reliance on donor funding. The creation of an enabling environment for institutional support is essential for expanding the effort, improving quality, and strengthening impact and continuity of the FFSs.
The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This report summarizes this first phase. In particular, Section 1 covers this brief introduction. Sections two and three focus on the review of relevant literature, presenting the methodology used and the structure of the repository itself.
