Fall Armyworm (Spodoptera frugiperda), or FAW, is an insect native to tropical and subtropical regions of the Americas. In the absence of natural controls or good management, it can cause significant damage to crops. It prefers maize, although it can feed on more than 80 additional species of crops including rice, sorghum, millet, sugarcane, vegetable crops and cotton.
The purposes of this course are to review the major reforms being considered internationally that aim to change the policy and institutional structure and operations of public sector agricultural extension systems, and to examine the advantages and disadvantages of each of these reforms as illustrated by the selected case studies. Aside from the introductory chapter, the course is organized into nine modules, which are conceived as part of a larger framework.
This publication provides a collection of papers, commentaries, expert opinions and reflections on state-of-the-art innovation systems thinking and approaches in agriculture. It is the direct output of a CTA and WUR/CoS-SIS collaboration which had its genesis in an expert consultation on ‘Innovation Systems: Towards Effective Strategies in support of Smallholder Farmers’.
This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems.
In the context of an exponential rise in access to information in the last two decades, this special issue explores when and how information might be harnessed to improve governance and public service delivery in rural areas. Information is a critical component of government and citizens’ decision-making; therefore, improvements in its availability and reliability stand to benefit many dimensions of governance, including service delivery.

This document is part of the project “Strengthening the adaptive capacity to climate change in the fisheries and aquaculture sector of Chile”, executed by the Undersecretariat of Fisheries and Aquaculture and the Ministry of the Environment, and implemented by the Food and Agriculture Organization of the United Nations, with funding from the Global Environment Facility. Lors de la conception de projets, il importe de faire intervenir les parties prenantes locales le plutôt possible afin de veiller à ce que les activités de renforcement des capacités répondent vraiment à leurs besoins. Les processus multipartites peuvent aussi mener à à une plus grande appropriation des activités et des résultantes des projets. La présente étude de cas offre un exemple de processus multipartite mis en place avec succès au Soudan pour renforcer les systèmes d’information sur la sécurité alimentaire et la nutrition dans quatre États.
Bien que le nombre de personnes vivant au-dessous du seuil de pauvreté en Ouganda ait diminué de moitié cette dernière décennie, le taux de malnutrition a augmenté de 27 à 30 pour cent. Au cours de la même période, la consommation alimentaire journalière par habitant a reculé de 9,5 pour cent, ce qui représente une baisse des apports énergétiques alimentaires. Plusieurs raisons expliquent cette situation, mais selon le Plan d’action pour la nutrition de l’Ouganda (2011-2016) le manque de capacités est l’un des cinq principaux facteurs à l’origine de la persistance de la malnutrition.
Grâce à l’analyse des capacités réalisée en complément des activités visant à améliorer la nutrition, les parties prenantes ont pu obtenir une vue d’ensemble des obstacles auxquels les institutions sont confrontées en Ouganda.
Le manque de capacités individuelles et organisationnelles compromet souvent l’impact à long terme de programmes qui par ailleurs sont techniquement solides. La FAO a donc mis au point des outils destinés à aider les pays à déterminer les déficits de capacités et à répondre à leurs besoins réels de manière durable. La présente note décrit
