The document summarizes the GEF Council's decision to approve the Strategic Approach to Enhancing Capacity Building in November 2003. In approving the strategy, the Council requested the GEF Secretariat, in collaboration with the Implementing Agencies and the monitoring and evaluation unit, to undertake further work to operationalize it.
This booklet is the third in the CIAT in Asia Research for Development series. It was based on the experiences of researchers and farmers working with the AusAID-funded Forages for Smallholders Project (FSP) in Southeast Asia from 1995 to 1999. Mainstream agricultural research has focused primarily on technical and biological aspects and is aimed at controlling or manipulating nature through the use of external inputs, such as
agricultural chemicals or super seed. In developing countries, the results of this research have benefited some resource-rich farmers in well-endowed areas, were suitable to only a limited
extent for poorer farmers in the more favourable areas, and were - in most cases - completely inappropriate for small-scale farmers in marginal areas, e.g. in the mountains or the drylands.
