The agricultural innovation system can be strengthened by increasing the learning capacity of research and field organisations. Managers and policy makers have struggled to develop effective monitoring systems to track the evolution of research organizations. This paper presents the first components of a novel monitoring system for monitoring such organizations. These components can be used to generate detailed static pictures of the actual activities and partnerships of a large research program or organization, in other words, what the organization is actually doing, with whom, where, how and for what purpose.
This paper is a case study of capacity strengthening activities carried out at the Agricultural Research Corporation in Sudan between July 2008 and March 2011. These activities were undertaken through the project ‘Strengthening Capacity for Agricultural Research and Development (SCARDA)’ which was implemented in the East and Central Africa region by the Association for Strengthening Agricultural Research in East and Central Africa.
