This brief provides an overview of the monitoring and evaluation (M&E) system of the CGIAR Research Program on Aquatic Agricultural Systems (AAS) and describes how the M&E system is designed to support the program to achieve its goals. The AAS program aims to improve the lives of 22 million people dependent upon aquatic agricultural systems by 2024 through research in development.
This note offers a conceptual framework for dealing with 1) institutional and capacity assessment; and 2) capacity development issues, mainly in the public sector areas. This framework will be particularly useful in the in the preparation of support to sector programmes and budget support exercises.
This evaluation is being commissioned within the framework contract for Evaluation of the EC’s main policies and strategies which was signed on 10 April 2007 between the EC and a consortium led by the German company Particip and composed of ADE (Aide à la Décision Économique Belgium), DIE (Deutsches Institut für Entwicklungspolitik), DRNI (Italian Development Researchers’ Network), ECDPM (European Centre for Development Policy Management), and ODI (Overseas Development Institute).
This evaluation examined the support the European Commission’s DG for Development and International Cooperation (DEVCO) provided to Research and Innovation (R&I) in partner countries during the last EU budget period (2007-2013). The objectives of the evaluation were to provide an overall judgment on the extent to which the EU development co-operation policy has adopted a strategic approach to support R&I and whether the approach was appropriate to enhance capacity to reach development objectives.
The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation. This working paper represents work‐in‐progress of the CBFC project (Community‐based Fish Culture in Seasonal Floodplains and Irrigation Systems), a research project supported by the Challenge Program on Water and Food (CPWF), with the aim of increasing productivity of seasonally occurring water bodies through aquaculture.The project has been implemented in Bangladesh, Cambodia, China, Mali and Vietnam, where technical and institutional options for community based aquaculture have been tested. The project began in 2005 and was completed in March 2010.
Based on eleven case studies from Africa, Asia, and Latin America, this report describes farmer-led research findings and their dissemination, and analyzes available evidence on the impact of farmer-led approaches to agricultural research and development on rural livelihoods, local capacity to innovate and adapt, and influence on governmental institutions of agricultural research and development.
The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is a research in development program which aims to foster innovation to respond to community needs, and through networking and social learning to bring about development outcomes and impact at scale. It aims to reach the poorest and most vulnerable communities that are dependent upon aquatic agricultural systems. AAS uses monitoring and evaluation to track progress along identified impact pathways for accountability and learning.
Innovation Platforms in the Aquaculture Value Chain in Egypt was presented at the National Aquaculture Innovation Platform Workshop, Cairo, 19-20 February 2014. It is a CGIAR Research Program on Livestock and Fish that aims to increase the productivity of small-scale livestock and fish systems in sustainable ways, making meat, milk and fish more available and affordable across the developing world.
