This paper describes the strategic approaches to the development of a climate-smart village (CSV) model in the groundnut basin of Senegal. A CSV model is a participatory integrated approach using climate information, improved context-based technologies/practices aiming at reaching improved productivity (food and nutrition security), climate resilient people and ecosystem and climate mitigation.
Background: Up to now, efforts to help local communities out of the food-insecurity trap were guided by researcher (or other actors)-led decisions on technologies to be implemented by the communities. This approach has proved inefficient because of low adoption of the so-called improved technologies. Depuis 2011, le programme de recherche du CGIAR sur le Changement Climatique, l’Agriculture et la Sécurité alimentaire (CCAFS) soutient la mise en œuvre d’une agriculture intelligente face au climat (AIC) au Sénégal à travers le développement et la mise à l’échelle de technologies et pratiques AIC avec l’Institut Sénégalais de Recherches Agricoles (ISRA). Dans ce cadre, le CCAFS a mis en œuvre de 2019 à 2021, un projet de « développement de chaînes de valeur et paysage climato-intelligents pour accroitre la résilience des moyens de subsistance en Afrique de l’Ouest ».
Du 3 au 5 au novembre 2020, s’est tenu à Kaffrine au Sénégal, l’atelier des acteurs régionaux pour le développement du profil de risque climatique de la région de Kaffrine. L’atelier a été organisé dans le cadre du projet de « développement de chaînes de valeur et paysage climato-intelligents pour accroitre la résilience des moyens de subsistance en Afrique de l’Ouest », financé par l’Union européenne (UE) et mis en œuvre par le CCAFS au Mali, Niger et Sénégal en partenariat avec les instituts de recherches agricoles nationaux (IER, INRAN, ISRA).
In this chapter, it is applied the CGPE model to analyzing the performance of policy processes with respect to the production of efficient policy choices. Within the CGPE approach participation of stakeholder organizations is modeled in two ways. First, as classical lobbying influence and second as informational influence within a model of political belief formation.
This chapter proposes a network-based framework to analyze and evaluate participatory and evidence-based policy processes.
