Innovation in Vidzeme Planning Region is realized in the frame of National innovation system, the elements of which correspond to innovation and innovation system theories, and the best practices of which are applied in the most innovative countries of the world. The Philippines is one of the most disaster-prone countries worldwide. Bicol Region is regularly exposed to a variety of natural hazards including tropical storms, typhoons, droughts, drought spells, flash floods, floods, landslides and volcano eruptions, causing frequent destruction, damage and losses. Agriculture is among the most vulnerable sectors to extreme weather events and changing climate. People depending on agriculture are regularly facing the challenge to protect and maintain their livelihoods.

Agriculture and food supply face a repositioning in the context of challenges associated with the Millennium Development Goals. From a development perspective it is of central importance to identify the role that the sector should perform in the fight against poverty and in a world that is increasingly urbanized.
This report reviews recent trends in agricultural innovation systems (AIS) and discusses the impact of a wide range of policies on the creation and diffusion of innovation in the agricultural and agrifood sector. It suggests a framework for analysing the role of governments in fostering increased innovation, with a view to helping to identify practical actions that governments could take to improve productivity growth, sustainable use of resources, and resilience to future market developments in national and global agriculture and agri-food systems.
The paper discusses the work force development (Wfd) tool that places explicit focus on three functional dimensions of Wfd policies and institutions: (a) strategy; (b) system oversight; and (c) service delivery. Strategy refers to the alignment between workforce development and a country’s national goals for economic and social development. System oversight refers to the governance arrangements that shape the behaviors key stakeholders involved, including individuals, employers, and training providers.
The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is a research in development program which aims to foster innovation to respond to community needs, and through networking and social learning to bring about development outcomes and impact at scale. It aims to reach the poorest and most vulnerable communities that are dependent upon aquatic agricultural systems. AAS uses monitoring and evaluation to track progress along identified impact pathways for accountability and learning.
