This evaluation is being commissioned within the framework contract for Evaluation of the EC’s main policies and strategies which was signed on 10 April 2007 between the EC and a consortium led by the German company Particip and composed of ADE (Aide à la Décision Économique Belgium), DIE (Deutsches Institut für Entwicklungspolitik), DRNI (Italian Development Researchers’ Network), ECDPM (European Centre for Development Policy Management), and ODI (Overseas Development Institute).
This document sets out how EU Research and Innovation (R&I) policy contributes to the major global challenge of ensuring food and nutrition security (FNS). It is a first step in the further development of a more coherent approach to European R&I which aims at mobilising resources and stakeholders to set out aligned R&I agendas in response to recent international political drivers such as the Sustainable Development Goals and the COP 21 climate commitments.
Recently, Agricultural Knowledge and Innovation Systems (AKISs) have gained considerable attention in scientific and political forums in the European Union (EU). AKIS is considered a key concept in identifying, analysing and assessing the various actors in the agricultural sector as well as their communication and interaction for innovation processes. Using qualitative expert interviews and organizational mapping, the features of national AKISs were investigated in selected EU member states (Belgium, France, Ireland, Germany, Portugal and the UK).

This report contributes towards this knowledge, as it reports on experiences from different countries and regions. The systems are very different between countries, regions and sectors.

This transition to a system more responsive to changing demands seeks to improve the adoption of innovation in order to strengthen the competitiveness of the agri-food sector. This article focuses on the research and innovation components of the AKIS to analyse the main developments of recent years and their drivers.
