This Policy Memorandum provides policy advice to the government of Liberia (GOL) in an effort to mainstream gender issues in policies, programs, and projects supporting agricultural production and value-chain development. It is organized as follows. Section I reviews women's roles in Liberian agriculture and agricultural value chains, drawing on a variety of data sources, including the 2007 Core Welfare Indicator Questionnaire Survey (CWIQ) and the two rounds of the Comprehensive Food Security and Nutrition Survey (CFSNS, 2006 and 2008).
The USAID-Inma Agribusiness Program focuses on developing Iraq’s private agribusinesses by facilitating the formation of fully-integrated value chains and improving agricultural quality and production. Inma, the Arabic word for ‘growth’, connects farmers to markets, increases the competitiveness of Iraqi agribusinesses, and facilitates domestic and foreign agricultural partnerships.

The Sanjiang Plain Wetlands Protection Project (SPWPP) supported by the Asian Development Bank (ADB), focuses on integrating conservation and development needs in the Sanjiang Plain, Heilongjiang Province of the People’s Republic of China. Research results and FAO National Aquaculture Sector Overview (NASO) fact sheets show that female participation rates vary by type and scale of enterprise and country. Women are frequently active in hatcheries and dominate fish processing plant labourers. Women’s work in small-scale aquaculture frequently is unrecognized, under or unpaid. Most aquaculture development projects are not gender sensitive, and aquaculture success stories often do not report gender dimensions; projects can fail if their designs do not include gender.
