Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. Selon les contextes institutionnels, la libéralisation peut prendre des formes très contrastées. Au Costa Rica, suite à l’adhésion du pays à l’OMC, la libéralisation de la filière haricot a été très marquée, du fait d’une protection tarifaire basse, alors que celle de la filière lait n’a pas été effective, du fait d’une protection tarifaire élevée, notamment.

El momento de su lanzamiento no podría ser más oportuno. Hoy el mundo, y con él la Argentina, enfrentan el desafío de satisfacer la demanda creciente de alimentos y, al mismo tiempo, garantizar su acceso a cada vez más personas, sin poner en riesgo el desarrollo sustentable ni la seguridad energética.

The ability to respond to new challenges and opportunities is important not just for producers but also for industries in developing countries. This paper aims to present what "innovation response capacity" entails, especially for natural resourcebased industries in a developing country context.
L’ouest du Rio Grande do Sul est dominé par la culture du soja, du riz et par l’élevage bovin. Dans la partie sableuse, le milieu est affecté par des phénomènes d’érosion produisant des modelés éoliens spectaculaires (arenização) rappelant dans l’imaginaire ceux des déserts. La production agricole est importante ce qui engendre des prélèvements d’eau pour l’irrigation du riz, mais aussi l’utilisation de pesticides pour l’ensemble des cultures. La gestion durable des ressources en eau et en sol de cette région nécessite la mise en place d’action de conservation.
This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.
Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.
In this paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, the authors discuss a conceptual framework that understands innovation processes as the outcome of collaborative networks where information is exchanged and learning processes happen. They argue that technical and economic factors used to analyse drivers and barriers alone are not sufficient to understand innovation processes.
