This Economic and Sector Work paper, “Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems,” was initiated as a result of the international workshop, “Development of Research Systems to Support the Changing Agricultural Sector,” organized by the Agriculture and Rural Development Department of the World Bank in June 2004 in Washington, DC.
This paper (Part II) presents work to develop a network diagnosis tool for stakeholders involved in agricultural supply chains in Bolivia. It is complemented by a further paper (Part I) by Boru Douthwaite and colleagues in the same issue of this journal which presents a case study of work conducted by the International Centre for Tropical Agriculture (CIAT). The prototype methods used in both Parts I and II are based on social network analysis (SNA) methodology.
This paper explores the use of actor-oriented approaches in natural resource-based development. It begins by reviewing the need to bring an analysis of actor linkages, coalitions and information flows higher on the agenda in planning, implementation, monitoring and evaluation. Various tools which could assist in doing this are introduced and their use is illustrated in case studies of natural resource-based research and development (R&D) projects in Nepal and Bangladesh.

Communities supported by World Bank rural development projects often cite support for the development of income-generating activities (IGAs) as a critical need. This note identifies some of the core problems encountered by Bank task teams that attempt to respond to this need, outlines the issues involved, and offers suggestions on some of the points that should be kept in mind when designing grant programs for this purpose.
The provision of basic market information is a service that aims to increase the efficiency of agricultural markets and contribute towards overcoming basic issues of market failure based on asymmetrical access to information. However, debate on the need for long-term support to a market information system (MIS) continues. A quantitative and qualitative survey was undertaken to provide a measure of accessibility, usefulness and utility of the current MIS, and to access how this type of service may be financed and improved in the future.
Innovations generally arise out of a network of actors and relationships and network structure determines how effective networks are at fostering innovation. This paper (Part II) presents work to develop a network diagnosis tool for stakeholders involved in agricultural supply chains in Bolivia. Coordinated formal efforts to generate technologies for enhancing agricultural development in Ethiopia was mainly rooted in formal research and development institutions up to very recently. A number of improved technologies have been generated wlth the efforts made so far and the superiority of some of the technologies over the traditional practices has already been proved, at least for the major commodities.
The livelihoods of mountain farmers are often constrained by poor access to markets and limited entrepreneurial skills for adding value to produce. Research and development organizations have now recognized that improving market access and enhancing the ability of resource-poor mountain farmers to diversify their links with markets are among the most pressing challenges in mountain agriculture.
L’objectif de cet article est de décrire et de comprendre les comportements à innover des coopératives agricoles. Il mobilise le cadre théorique de l’économie de l’innovation. Exploitant une enquête postale sur la région Midi-Pyrénées, la typologie des comportements à innover obtenue après analyse statistique permet d’identifier cinq classes d’entreprises coopératives. Du fait de leur importance à l’amont des filières et des territoires, les coopératives apparaissent comme des intermédiaires incontournables pour répercuter les contraintes de l’aval auprès des exploitants agricoles.
