Capacity development interventions are considered critical entry points for advancing gender equality in agricultural research systems. However, the impacts of capacity development programs are often difficult to track. Academic reviews highlight that insufficient attention is paid to the suitability of gender training programs to increase capacity and limited evidence is available on their longer-term impacts.
There is widespread need for gender-responsive agricultural research, yet the question of how this kind of research can be implemented and its success measured needs further interrogation. This paper presents a framework, developed on the basis of literature and validated by experts, for tracking the gender responsiveness of agricultural research throughout the research cycle, from the research plan to the dissemination of research findings. The framework was tested in Uganda and Rwanda on 14 research projects considered to be gender-responsive.
In Lao People's Democratic Republic (PDR), agricultural innovation has the potential to improve livelihoods of farmers and rural people, improve food and nutrition security, and allow for sustainable management of natural resources. In order to enable innovation, a well-functioning national Agriculture Innovation System (AIS) should encourage better coordination among the different stakeholders, including national organizations and the private sector.
Cambodia’s development is strongly influenced by growth in the agriculture sector. In this context, the modernization of agriculture has been highly regarded by the government as a long-term strategy to transform traditional labour-based agriculture into technology-based and with that to effectively enhance the country’s further regional integration within the Association of Southeast Asian Nations. The privatization of agricultural advisory and extension services in many countries and the associated pluralism of service providers has renewed interest in farmers’ use of fee-for-service advisors. Understanding farmers’ use of advisory services is important, given the role such services are expected to play in helping farmers address critical environmental and sustainability challenges. This paper aims to identify factors associated with farmers’ use of fee-for service advisors and bring fresh conceptualization to this topic.
The concept of an innovation system is used to understand how innovation contributes to economic growth. However, innovation systems do not evolve evenly in different parts of the world. This paper contributes to the ongoing debate on the emergence of innovation systems in the context of developing countries. It uses the Rwandan case, where agriculture is a dominant socio-economic sector with high innovation potential. It explores how stakeholder interactions and policies contribute to the emergence of an agriculture innovation system in Rwanda.
FAO Eritrea, in partnership with the Ministry of Agriculture is implementing the national component of a global project entitled “Developing capacity in Agriculture Innovation System project: Scaling up the Tropical Agriculture Platform Framework”.
Where CGIAR breeding programs rely on the private sector for the multiplication and distribution of improved cultivars, persistent challenges have dampened their impact on varietal adoption and turnover rates. Part of the problem is that research and practice in CGIAR and among its national breeding program partners tend to treat the private sector as a vehicle for seed delivery, rather than as commercial businesses facing a range of unique constraints and threats.
