The aim of this study was to explore the interactions that exist among agricultural stakeholders in the southwestern highlands of Uganda as a way of identifying opportunities and gaps for operation of Innovation Platforms (IPs) under the proof of concept of Integrated Agricultural Research for Development (IAR4D) research project.
Agricultural policy formulation in Sub Saharan Africa has been dominated by research initiatives that alienated other farmers and stakeholders. The Sub Saharan Africa Challenge Programme (SSA CP) seeks to use multi-stakeholder partnerships as an institutional innovation for agricultural policy formulation and development. This paper uses some experiences from the SSA CP to discuss the design principles for an effective partnership that can deliver relevant agricultural policies.
The poor performance of agriculture in sub-Saharan Africa is known to be largely due to the lack of effective and client- responsive agricultural research and development that could generate appropriate technologies and innovations to stimulate the agricultural development process. As a contribution to address this challenge, the Forum for Agricultural Research in Africa (FARA), with support from the United Kingdom’s Department for International Development (DFID), developed a project for Strengthening Capacity for Agricultural Research and Development in Africa (SCARDA).
This review of literature on evaluation methods focuses specifically on approaches and methodologies in evaluation which are relevant for evaluating initiatives in extension or rural advisory services. The context and scope of the review are discussed, followed by sections addressing the purposes, users and uses of evaluation, evaluation standards and criteria, approaches, rigour and attribution.

This report on actors and issues in rural advisory services (RAS) aims to provide the required background information and analysis that will – together with other ongoing validation activities – enable GFRAS, the Global Forum for Rural Advisory Services, to develop its long-term strategies and work plans in order to fulfil its mission and functions. The report on actors and issues in rural advisory services (RAS) is based on a review of primary and secondary documentation about RAS and their stakeholders, undertaken in 2010.
This book reports on the Papa Andina Partnership Program, which has been an especially innovative and productive regional initiative, bringing together researchers, small farmers, diverse market actors, and dozens of organizations in Bolivia, Ecuador, and Peru to spur innovation in public policies, potato products, and value market chains.
This paper examines how the different institutional innovations arising from various permutations of linkages and interactions of ARD organizations (national, international advanced agricultural research centres and universities) influenced the different outcomes in addressing identified ARD problems.
The Global Forum for Rural Advisory Services (GFRAS) has commissioned the Natural Resources Institute to develop a toolkit for the evaluation of extension (projects, programmes, tools and initiatives). This commission has a number of components:
This paper takes a closer look at innovation systems, including the various actors involved, their interrelationships, and governance mechanisms. Innovation systems operate at different levels, in terms of structure, functioning, and performance at the national level, and from two different angles: as a macrostructure that involves different functions and key organizations working on these functions, and as the composite of different innovation networks comprising individuals and local and national organizations.
