Within agricultural innovation systems (AIS), various stakeholder groups inevitably interpret ‘innovation’ from their own vantage point of privilege and power. In rural developing areas where small-scale and subsistence farming systems support livelihoods, dominant policy actors often focus heavily on participatory modernization and commercialization initiatives to enhance productivity, access, and quality. However, existing social hierarchies may undermine the potential of such initiatives to promote inclusive and sustainable farmer-driven innovation.
The quest for innovation lies at the heart of European rural development policy and is integral to the Europe 2020 strategy. While social innovation has become a cornerstone of increased competitiveness and the rural situation legitimizes public intervention to encourage innovation, the challenges of its effective evaluation are compounded by the higher ‘failure’ rate implied by many traditional performance measures.
The use of technology in agriculture plays an important role in the production chain cycle, as well as in the improvement of processes and productivity. To develop a model for measuring the technological capacity of family agriculture systems, it is necessary to assess the gaps related to indicators and the technological potentialities of these farmer groups, which are often not considered when they require financial support and do not get enough. Thus, the aim of this study is to identify the indicators used to evaluate the technological capacity of farm systems and agriculture.
The paper sets out the general concepts and principles of the Agricultural Innovation Systems approach, and its application to agricultural research and development, particularly in sub-Saharan Africa. It is intended for those interested in applying new approaches to research with farmers, NGOs and the private sector that lead to developmental outcomes.
This paper reviews the current policies and programmes of EIARD members in relation to capacity development and makes recommendations on future directions. The main issues and recommendations will be incorporated into a policy brief in which specific policy options or guidelines will be presented. The goal of EIARDs strategy is to reduce poverty (i.e. MDGs); to promote economic growth, food security, and sustainable management of natural resources in developing & emerging economy countries and to contribute to global development issues and knowledge generation.
The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.

The Farmer Field School (FFS) approach has been very successful and witnessed a strong expansion in many areas beyond crop production. Notwithstanding this success, the adoption of FFS in national extension often remains problematic and FFS activities have often been implemented in the margin of national institutions with strong reliance on donor funding. The creation of an enabling environment for institutional support is essential for expanding the effort, improving quality, and strengthening impact and continuity of the FFSs.
This book documents a unique series of 19 case studies where agricultural biotechnologies were used to serve the needs of smallholders in developing countries. They cover different regions, production systems, species and underlying socio-economic conditions in the crop (seven case studies), livestock (seven) and aquaculture/fisheries (five) sectors. Most of the case studies involve a single crop, livestock or fish species and a single biotechnology.
Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.
