In the 90’s first steps were taken in Cuba to strengthen family farming. A participatory seeds breeding, multiplication and diffusion project started, a challenge to Cuban scientists, not used to involve farmers in the decision making process and recognizing them as equal partners. This project further evolved to become the Local Agricultural Innovation Programme, Spanish acronym PIAL (Programa de Innovación Agropecuaria Local).
PESA focaliza sus acciones en “Apoyar a las Unidades de Producción Familiar en localidades rurales de alta y muy alta marginación, para incrementar los niveles de producción y productividad de sus actividades agropecuarias, acuícolas y pesqueras…”.

Over the past few decades, some countries in Asia have been more successful than others in addressing poverty and malnutrition. The key question is what policies, strategies, legislation and institutional arrangements have led to a transformed agricultural sector, effectively contributing to poverty alleviation and addressing malnutrition. The great majority of national policymakers within and outside the Asia-Pacific region are keen to understand the causes of agricultural development and transformation in successful countries in Asia.
