Capacity development interventions in support of agricultural innovation are more effective when based on systematic and participatory assessments of existing skills and capacity needs. Recognizing that, an instrument has been developed in the context of the Capacity Development for Agricultural Innovation Systems (CDAIS) project. It consists of a capacity scoring tool that allows assessing innovation capacities, identifying strengths and weaknesses and monitoring capacity changes over time. This paper describes the scoring tool and provides guidelines on how to apply it successfully.
While the Agricultural Science and Technology Indicators (ASTI) initiative provides data and analysis of domestic public and private spending on agricultural research and development for a wide range of developing countries, the literature pays little attention, if any, to foreign assistance to agricultural, fishing and forestry research and agricultural extension. The Excel workbook contains some preconfigured spreadsheets that can be used for entering data collected through the capacity scoring questionnaire (Version 1 and Version 2), which has been developed in the context of the the CDAIS project, and to perform some basic analysis as well as visualize the data.
