Over the past decades public investment in major, medium and minor irrigation systems has not yielded the expected results. The solution to the growing water crisis lies in the institutional reform of existing social systems so as to manage the demand for water. In recent times, there has been an emphasis on capacity-building of farmer organizations (FO) in irrigation projects. This study focuses on investigating the institutional capacities of FOs in irrigation systems in the Anuradhapura and Kurunegala districts.
This is the third volume of the proceedings of the national conference on "Water for Food and Environment", which was held from June 9 -11, 2009 at the Bandaranaike Memorial International Conference Hall (BMICH). The volumes 1 and 2 have been produced as separate documents of this report series. In response to a call for abstracts, 81 abstracts were received from government institutes dealing with water resources and agriculture development, universities, other freelance researchers and researchers from the International Water Management Institute (IWMI).
The International Water Management Institute (IWMI) has been working in Nepal since 1986 with the objective of undertaking research in water management and to strengthen the research capabilities of concerned government agencies. This paper analyzes how the Papa Andina Partnership Program, based at the International Potato Center, functions as an innovation broker in the Andean potato sector. As a regional initiative, Papa Andina operates as a second-level innovation broker, backstopping national partners who facilitate local innovation processes in their respective countries. Papa Andina works to strengthen local innovation capacity and to foster innovations in innovation the development of more effective ways of bringing stakeholders together to produce innovations that benefit small-scale farmers.
This short note discusses the innovation platforms in their potential functions and benefits, with references to southern Africa countries. The initial consideration is that, although appropriate technologies and farming strategies to increase production in small-scale crop-livestock systems exist, farmers often have little or no incentive to invest in these.
This brochure presents the UNDP approach to supporting capacity development and the policy statements that UNDP supports. These are backed up by ongoing research and analysis of capacity development theory, methods and applications. The services included are examples of capacity development initiatives that can be supported by UNDP or its partners. Additional UNDP resources on capacity development are listed at the end of the brochure.
Capacity development for too long has endured the stereotypical characterization of “just training and technical assistance” that has undermined its broader legitimacy. We need to shift to a new and bolder vision of capacity development, one that seeks to catalyze domestic collective capacity for change by inspiring, connecting and empowering transformative leaders and coalitions for change.
This study examines the role of public–private partnerships in international agricultural research. It is intended to provide policymakers, researchers, and business decisionmakers with an understanding of how such partnerships operate, how they promote the exchange of knowledge and technology, and how they contribute to poverty reduction.
