En étudiant les apprentissages produits par la mise en place des contrats territoriaux d’exploitation (CTE) puis des contrats d’agriculture durable (CAD) à l’île de la Réunion, nous montrons de quelle manière ces outils ont impulsé les prémices d’une agriculture durable dont nous pensons que les apprentissages sont une composante essentielle. Notre travail s’appuie sur des entretiens avec les acteurs du développement rural, techniciens des organisations de développement notamment.
Depuis plusieurs décennies, les pays de l’Afrique de l’Ouest se sont investis dans le développement et la diffusion des innovations agricoles dans le but d’accroître la productivité agricole et la production vivrière en particulier. Plusieurs mécanismes et approches ont été développés à cet effet en vue d’une utilisation efficace de ces innovations agricoles par les producteurs.
Le présent document a reconnu l’existence d’un consensus international croissant au sujet de l’importance de l’objectif de renforcement des capacités et de la façon dont il a des chances d’être réalisé. L’accent a été mis sur la reconnaissance du fait que le renforcement des capacités est un processus endogène, sur l’importance de l’appropriation des politiques nationales qui en résulte, et sur la nécessité pour les donneurs de se limiter à encourager et à soutenir les efforts du pays.
Ce document offre un cadre de réflexion sur le renforcement des capacités, établi à partir des principaux enseignements tirés de l’expérience, qu’elle soit positive ou négative.
The publication reviews forty years of development experience and concludes that donors and partner countries alike have tended to look at capacity development as mainly a technical process, or as a transfer of knowledge or institutions from North to South.
This report sets out the synthesis of work carried out within the framework of the Sahel and West Africa Club (SWAC) Secretariat Initiative on “The family economy and agricultural innovation: towards new partnerships”. This conference proceedings from the OECD Conference on Agricultural Knowledge Systems (AKS), held in Paris, on 15-17 June 2011, discusses a large range of experiences and approaches to AKS explores how to foster development and adoption of innovation to meet global food security and climate change challenges. The conference considered developments in institutional frameworks, public and private roles and partnerships, regulatory frameworks conducive to innovation, the adoption of innovations and technology transfers, and the responsiveness of AKS to broader policy objectives.
