Face à la dégradation des ressources naturelles liée à la surexploitation, à la croissance démographique et au changement climatique, les services nationaux de vulgarisation en Tunisie nécessitent une révision de leurs priorités et une réforme de leurs modes de prestation de services.
Une évaluation approfondie du système de vulgarisation agricole tunisien montre que des paquets technologiques améliorés destinés au système de production agricole mixte élevage-orge en Tunisie semi-aride permettent d’économiser jusqu’à 40 % des coûts d’alimentation du bétail, mais ne sont pas largement adoptés. Les faibles taux d’adoption sont typiques pour de nombreuses technologies approuvées dans les pays en voie de développement.

Cette crise a remis en cause la stabilité des équilibres assurant la sécurité alimentaire mondiale. Les modes de production et de consommation se trouvent aujourd’hui questionnés. Innovation platforms are widely used in agricultural research to connect different stakeholders to achieve common goals. In the 90’s first steps were taken in Cuba to strengthen family farming. A participatory seeds breeding, multiplication and diffusion project started, a challenge to Cuban scientists, not used to involve farmers in the decision making process and recognizing them as equal partners. This project further evolved to become the Local Agricultural Innovation Programme, Spanish acronym PIAL (Programa de Innovación Agropecuaria Local).
This policy brief consolidates lessons learned from an in-depth literature review on small-scale farmer (SSF) innovation systems and a two-day expert consultation on the same topic, hosted in Geneva by Quaker United Nations Office (QUNO) in May 2015. This review draws together published literature on the evolution of the concept, how on-farm innovation systems function in practice, and the roles of outside actors in supporting them.
A growing variety of public and private rural advisory services are available today, leading to increasingly “pluralistic service systems” (PSS), in which advisory services are provided by different actors and funded from different sources. However, these PSS and the way they operate are still poorly understood. In particular, how PSS can effectively respond to demands of heterogeneous farmers in contexts where small-scale agriculture increasingly needs to exploit value addition and adapt to market requirements.
This document is about a session of the Second Global Conference on Agricultural Research for Development (GCARD2), which was held in Punta del Este, Uruguay, in 2012. The session focused on how to strengthen institutional capacities as well as multi-disciplinary and multi-organizational networking, including through improved policies, management practices, structures and incentives, so that institutions become more adaptive and responsive, as well as more effective in linking farmers, research, education, extension and development actors.
