This paper discusses external influences on innovation platforms (IPs) and the options for effective responses. The platforms examined in this paper were conceived as vehicles for facilitating institutional change in support of innovation that benefits smallholders, in selected agro-enterprise domains in Benin, Ghana and Mali. They were designed and implemented in a manner that enabled experimentation with processes of change in the selected domains.
In the Office du Niger large rice farming irrigation scheme in Mali, water management has been a permanent source of tension between the smallholder tenants and the administration. The transfer of tertiary canal maintenance to the tenant farmers was expected to improve water management but, in practice, that rather led to deterioration.
Climate-smart agriculture (CSA) is an approach to help agricultural systems worldwide, concurrently addressing three challenge areas: increased adaptation to climate change, mitigation of climate change, and ensuring global food security – through innovative policies, practices, and financing. It involves a set of objectives and multiple transformative transitions for which there are newly identified knowledge gaps. We address these questions raised by CSA within three areas: conceptualization, implementation, and implications for policy and decision-makers.
This paper analyses a monitoring, evaluation and learning (MEL) system developed within an agricultural research for development institution. The system applies aspects of the Outcome Harvesting tool and focuses on learning for adaptation and improvement of innovation processes. Developmental evaluation principles are applied to discuss its application. The MEL system provides insight into the processes and interactions with next users that generate outcomes.
While vaccination campaigns against COVID-19 were launched worldwide, a drama has been unfolding in the Moroccan countryside. It has been marked, over the last couple of decades, by rapid agrarian transformation, manifestations of which have included expanding irrigation frontiers and the increasing growth of high-value crops. These dynamics rely strongly on female agricultural wageworkers. Although they earn low wages, their income is crucial and is used to care for loved ones by paying for school fees, rent, electricity, and medicines.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper summarizes the workshop findings and uses them to develop and discuss key issues in applying the innovation systems concept. Seed is the starting point of plant life, and hence the most fundamental input of agriculture. A seed system that assures the availability of the desired quality of seed to the producer at the right time is indispensable for his farming enterprise. In the case of the potato crop, the seed most commonly used is strictly speaking no seed, but a tuber. The constraints and opportunities in seed potato systems in East Africa are of a combined social, economic and technical nature.
This briefing note highlights the major findings of the project 'Wealth creation through integrated development of potato production’, which has brought a wide range of positive livelihood changes for potato farmers in the highlands of Ethiopia. The project began in 2008 and was aimed at addressing constraints faced by potato producers in Ethiopia and improving the wealth and livelihoods of potato producers.
Ethiopian agriculture is changing as new actors, relationships, and policies influence the ways in which small-scale, resource-poor farmers access and use information and knowledge in their agricultural production decisions. Although these changes suggest new opportunities for smallholders, too little is known about how changes will ultimately improve the wellbeing of smallholders in Ethiopia. The authors of this paper examine whether these changes are improving the ability of smallholders to innovate and thus improve their own welfare.
