What Do Complex Adaptive Systems Look Like and What Are the Implications for Innovation Policy?

This paper explores the use of complex adaptive systems theory in development policy analysis using a case study drawn from recent events in Uganda. It documents the changes that took place in the farming system in Soroti district during an outbreak of African cassava mosaic virus disease (ACMVD) and the subsequent decline in cassava production — the main staple food in the area. Resultant adaptation impacts are analysed across cropping, biological, economic and social systems each of which operate as an interlinked sub-system.

From measuring impact to learning institutional lessons: An innovation systems perspective on improving the management of international agricultural research

This paper argues that impact assessment research has not made more of a difference because the measurement of the economic impact has poor diagnostic power. In particular it fails to provide research managers with critical institutional lessons concerning ways of improving research and innovation as a process. Paper's contention is that the linear input-output assumptions of economic assessment need to be complemented by an analytical framework that recognizes systems of reflexive, learning interactions and their location in, and relationship with, their institutional context.

Post Harvest Innovations in Innovation: reflections on partnership and learning

In the post-harvest area and in agriculture research in general, both in India and internationally, policy attention is returning to the question of how innovation can be encouraged and promoted and thus how impact on the poor can be achieved. This publication assembles several cases from the post-harvest sector. These provide examples of successful innovation that emerged in quite different ways. Its purpose is to illustrate and analyze the diversity and often highly context-specific nature of the processes that lead to and promote innovation.

Research as Capacity Building: The Case of an NGO Facilitated Post-Harvest Innovation System for the Himalayan Hills

This paper reviews a recent donor-funded project concerning the introduction of post-harvest technology to poor hill farmers in India. Rather than conform to conventional development aid projects of either a “research” or an “interventionist” nature, it combines both approaches in a research-action program, which has more in common with a business development approach than a formal social science one. An important conclusion is that the work (and apparent success) of the project is consistent with an understanding of development that emphasizes the importance of innovation systems.

Tropical fruit production through value chain development approach in Alamata Woreda, Northern Ethiopia: Experiences from IPMS

The Raya valley in Tigray, where Alamata Woreda is located, has suitable climate and rich water resources, among others, to grow various tropical fruits. Development of fruits only started a few years ago (1996) with the Raya Valley Development Project and the OoARD (Office of Agriculture and Rural Development), mostly focusing on papaya. A participatory rural appraisal (PRA) study conducted by the Woreda stakeholders identified tropical fruits as a potential marketable commodity in 2005.

Smallholder fruit development in Bure District, Ethiopia: Experiences from IPMS

Bure district has a diverse ago-ecology, different soil types, a relatively long rainy season and a number of rivers and streams for irrigation. Therefore, it has suitable tract of land to grow temperate, subtropical and tropical fruit crops. In 2007, fruits were identified as a potential marketable commodity by the stakeholders participating in the IPMS project. They diagnosed that farmers had limited orchard management knowledge and skill and were growing locally available less productive and low quality fruit varieties.

Innovation in banana value chain development in Metema district, northwestern Ethiopia: IPMS experiences

Ethiopia has a diverse agro-ecology and sufficient surface and ground water resources, suitable for growing various temperate and tropical fruits. Although various tropical and temperate fruits are grown in the lowland/midland and highland agro-ecologies, the area coverage is very limited. For example, banana export increased from less than 5,000 tons in 1961 to 60,000 tons in 1972, but in 2003 declined to about 1,300 tons worth less than USD 350,000.

Changes in response to integrated interventions in the value chain of vegetables in Atsbi-Womberta district of Tigray region, northern Ethiopia

With irrigated vegetables development, interventions on the uses of improved inputs such as water lifting devices; varieties; on-farm water, nutrient and pest management, and access to credit and market information were introduced in Atsbi-Womberta district, Ethiopia. Besides, skill and uptake capacity of vegetable growers, extension service providers and vegetable traders were improved accordingly.

Linking graduate research to market-oriented agricultural development: IPMS experience with Ethiopian higher learning institutions

Graduate programs in agriculture and allied disciplines in Ethiopia are expected to make concrete contribution to market-oriented development of smallholder agriculture. This, among others, calls for realignment and engagement of the programs with smallholder farmers and, value chain, R&D and policy actors. No panacea exists, however, as to how to ensure effective linkages, and thereby responsiveness. Lessons from initiatives on the ground in the country and beyond is thus crucial to inform the development of appropriate policy and innovative strategy.
