Over the past decades public investment in major, medium and minor irrigation systems has not yielded the expected results. The solution to the growing water crisis lies in the institutional reform of existing social systems so as to manage the demand for water. In recent times, there has been an emphasis on capacity-building of farmer organizations (FO) in irrigation projects. This study focuses on investigating the institutional capacities of FOs in irrigation systems in the Anuradhapura and Kurunegala districts.

This paper analyzes how the Papa Andina Partnership Program, based at the International Potato Center, functions as an innovation broker in the Andean potato sector. As a regional initiative, Papa Andina operates as a second-level innovation broker, backstopping national partners who facilitate local innovation processes in their respective countries. Papa Andina works to strengthen local innovation capacity and to foster innovations in innovation the development of more effective ways of bringing stakeholders together to produce innovations that benefit small-scale farmers.

This short note discusses the innovation platforms in their potential functions and benefits, with references to southern Africa countries. The initial consideration is that, although appropriate technologies and farming strategies to increase production in small-scale crop-livestock systems exist, farmers often have little or no incentive to invest in these.

This brochure presents the UNDP approach to supporting capacity development and the policy statements that UNDP supports. These are backed up by ongoing research and analysis of capacity development theory, methods and applications. The services included are examples of capacity development initiatives that can be supported by UNDP or its partners. Capacity development for too long has endured the stereotypical characterization of “just training and technical assistance” that has undermined its broader legitimacy. We need to shift to a new and bolder vision of capacity development, one that seeks to catalyze domestic collective capacity for change by inspiring, connecting and empowering transformative leaders and coalitions for change.

The DURAS Project, which ran from 2004 to 2008, established a truly pioneering means of integrating innovation from science with that from communities themselves. At the heart of DURAS has been its innovative competitive grants system. Following an original selection and evaluation process that placed a premium on multi-stakeholder partnerships, 12 projects were funded in Africa and Asia over a period of three years, each involving an array of disciplines and partners.

Carbon accounting and labeling are new instruments of supply chain management and, in some cases, of regulation that may affect trade from developing counties. These instruments are used to analyze and present information on greenhouse gas (GHG) emissions from supply chains with the hope that they will help bring about reductions of GHGs.

This Policy Memorandum provides policy advice to the government of Liberia (GOL) in an effort to mainstream gender issues in policies, programs, and projects supporting agricultural production and value-chain development. Section I reviews women's roles in Liberian agriculture and agricultural value chains, drawing on a variety of data sources, including the 2007 Core Welfare Indicator Questionnaire Survey (CWIQ) and the two rounds of the Comprehensive Food Security and Nutrition Survey (CFSNS, 2006 and 2008).
