This paper was presented at the Farmer First Revisited: 20 Years On conference at IDS, University of Sussex, UK, December 2007. Its focus is the challenge of strengthening agricultural innovation systems. The paper prefaces this discussion by reflecting on an apparent paradox. While agricultural innovation has never been better studied and understood, many of our ideas about innovation have failed to fundamentally change the institutional and policy setting of public and private investment intended to promote innovation for development.

This report discusses general innovation issues and how they are affecting economic growth. It emphasizes how the advances in ICT, biotechnology and other fields of science are changing the innovation landscape and what are the implications for CD.

The IFAD Innovation Strategy does not set new objectives for staff, but rather defines what is needed to create an innovation-friendly environment and to support staff in achieving the expected results.To strengthen its innovative capabilities and become a better catalyst of pro-poor innovation, IFAD will focus on four clusters of activities: (i) Building capabilities and understanding of challenges requiring innovation; (ii) Nurturing partnerships and facilitating an innovation network; (iii) Embedding rigorous innovation processes and the related risk management into IFAD’s core business

Despite increasing interest and support for multi-stakeholder partnerships, empirical applications of participatory evaluation approaches to enhance learning from partnerships are either uncommon or undocumented. This paper draws lessons on the use of participatory self-reflective approaches that facilitate structured learning on processes and outcomes of partnerships. Such practice is important to building partnerships, because it helps partners understand how they can develop more collaborative and responsive ways of managing partnerships.

Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.

Building on the previous editions,Communication for Rural Innovation maintains and adapts the insights and conceptual models of value today, while reflecting many new ideas, angles and modes of thinking concerning how agricultural extension is taught and carried through today.

In order to facilitate Participatory Technology Development (PTD) in African agriculture, extensionists and scientists must collaborate with local innovators to optimise (where necessary) and disseminate their innovations. This literature review proposes a conceptual model for PTD in which technology is developed in the context of an adoption cycle. Building on an innovation-decision approach, the characteristics of innovations that achieve widespread uptake are identified.

This study introduces a framework for managing information flow in innovation systems. An organisation's capacity to receive information, to share it with others and to learn from it is assumed to be the key factor that shapes the flow patterns and, hence, the performance of the innovation system concerned. The framework is applied to characterise the information structure underlying the agricultural innovation system of Azerbaijan and to develop an information strategy for the system to accelerate the information flow.

This report compiles country-reports that describe the agri-food research landscape in 2006/2007 in 33 countries associated to the 6th Framework Programme (FP6), which defined the European for the period from 2002 to 2006. Each country-report presents information about the main research players in 2006/2007 and about the current trends and the future needs for research topics and for the organisation of the agri-food research system.
