Innovation in Vidzeme Planning Region is realized in the frame of National innovation system, the elements of which correspond to innovation and innovation system theories, and the best practices of which are applied in the most innovative countries of the world. Nevertheless, innovation in Vidzeme Planning Region is fragmented and is being introduced slowly, and its impact on economic development is faintly visible. It witnesses a problem, which was identified, analysed and its solutions searched by the authors.

The Philippines is one of the most disaster-prone countries worldwide. Bicol Region is regularly exposed to a variety of natural hazards including tropical storms, typhoons, droughts, drought spells, flash floods, floods, landslides and volcano eruptions, causing frequent destruction, damage and losses. Agriculture is among the most vulnerable sectors to extreme weather events and changing climate. People depending on agriculture are regularly facing the challenge to protect and maintain their livelihoods.

Gender equality is one of the ten core principles of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security. This guide aims to assist in its implementation through the achievement of responsible gender-equitable governance of land tenure. The guide focuses on equity and on how land tenure can be governed in ways that address the different needs and priorities of women and men.

This brief explains the concept of gender equality in advisory services and discusses the opportunities that gender equality in rural advisory services can create for global and local food production, women’s economic empowerment, household food security, and nutrition. It summarises experiences of how gender equality can be pursued in advisory services and provides some practical examples.

This paper argues that Dutch-funded capacity development projects in developing countries for tertiary agricultural education organisations as they are currently carried out are not able to successfully achieve the sustained changes required. That is, changes in how an organisation functions, its cultural norms and rules, and also in how it interacts within wider networks. Rather, long-term institutional change is needed.

Early applications of the innovation systems framework to developing-country agriculture suggest opportunities for more intensive and extensive analysis. There is ample scope for empirical studies to make greater use of the theoretical content available in the literature, and to employ more diverse methodologies, both qualitative and quantitative. Social learning in multi-actor innovation networks is increasingly considered an important precondition for addressing sustainability in regional development contexts. Social learning is seen as a means for enabling stakeholders to take advantage of the diversity in perspectives, interests and values for generating more sustainable practices and policies. Although more and more research is done on the meaning and manifestations of social learning, particularly in the context of natural resource management, little is known about the social dynamics in the process of social learning.

There is increasing policy, practice and academic interest in “inclusive innovation”. In simple terms, this is the means by which new goods and services are developed for and/or by those who have been excluded from the development mainstream; particularly the billions living on lowest incomes. However, there are many competing perspectives on inclusive innovation, which this paper resolves into an integrated ‘ladder’ model of different levels of inclusive innovation.

This guide is organized into six chapters with a summary of key steps at the end of each chapter which can be considered as main highlights. Chapter one gives an introduction and an overview of the sequence of the main agricultural research and extension approaches and their shortcomings and hence the reason for the new innovation systems approaches. Chapter two deals with an overview of the InP process covering underlying values and principles, design and processes.
