This report assesses trends in investments, human resource capacity, and research outputs in agricultural R&D -excluding the private (for-profit) sector- in LAC. It is an update of Stads and Beintema (2009), covering a more complete set of countries and focusing primarily on developments during 2006-2012/2013.

The Sourcebook is the outcome of joint planning, continued interest in gender and agriculture, and concerted efforts by the World Bank, FAO, and IFAD. The purpose of the Sourcebook is to act as a guide for practitioners and technical staff inaddressing gender issues and integrating gender-responsive actions in the design and implementation of agricultural projects and programs. It speaks not with gender specialists on how to improve their skills but rather reaches out to technical experts to guide them in thinking through how to integrate gender dimensions into their operations.

The purpose of this paper is to map some elements that can contribute to an IFAD strategy to stimulate and support pro-poor innovations. It is an initial or exploratory document that hopefully will add to an ongoing and necessary debate, and is not intended as a final position paper. The document is organized as follows.

This paper synthesizes Component 2 of the Regoverning Markets Programme. It is based on 38 empirical case studies where small-scale farmers and businesses connected successfully to dynamic markets, doing business with agri-processors and supermarkets. The studies aimed to derive models, strategies and policy principles to guide public and private sector actors in promoting greater participation of small-scale producers in dynamic markets. This book discusses innovation problems and opportunities for family farming in the different regions of the American continent, as well as the role of hemispheric, regional and national agrifood research systems. Likewise, it provides a description of the main innovation actions and projects promoted by IICA, and the main success cases over recent years.

The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.

The Conceptual Background provides an in-depth analysis of the conceptual underpinnings and principles of the TAP Common Framework. It is also available in French and Spanish.

This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps. 

The CDAIS Communication strategy for 2015-2018 aims to contribute to CDAIS project's core objective of making agricultural innovation systems more efficient and sustainable in meeting the demands of farmers, agribusiness and consumers. Rationale Documentation is a vital part of CDAIS project’ objective to test the theory of change in pilot countries because it will enable to record the process of capacity development in agricultural innovation systems. At the same time, documentation will help CDAIS in delivering on public information targets, complying with requirements of its main donor and provide material for communication for development.
