TAP and its partners carried out regional surveys in Asia, Africa and Central America to assess priorities, capacities and needs in national agricultural innovation systems. This document provides a Regional synthesis report on capacity needs assessment for agricultural innovation in Africa. FARA was selected as Recipient Organization by FAO to facilitate TAP implementation in Africa. This is mainly due to its position as the umbrella organization bringing together and forming coalitions of major regional stakeholders in agricultural research and development.
The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes.

This Policy Memorandum provides policy advice to the government of Liberia (GOL) in an effort to mainstream gender issues in policies, programs, and projects supporting agricultural production and value-chain development. Despite significant work to enhance women’s empowerment in agriculture, women remain marginalized across the globe. This includes gender gaps in agricultural extension and advisory service implementation that can lead to inequitable resource and knowledge access by farmers, specifically women. However, gender does not exist in isolation, it is place and time specific. This study investigated the impact of gender and geography on smallholder farmer access to and agency over resources/knowledge.
Capacity development interventions in support of agricultural innovation are more effective when based on systematic and participatory assessments of existing skills and capacity needs. Recognizing that, an instrument has been developed in the context of the Capacity Development for Agricultural Innovation Systems (CDAIS) project. It consists of a capacity scoring tool that allows assessing innovation capacities, identifying strengths and weaknesses and monitoring capacity changes over time. This paper describes the scoring tool and provides guidelines on how to apply it successfully.

Développé en 2015 à travers un processus hautement participatif, il a été convenu que le Cadre devrait fournir des bases conceptuelles et des indications pratiques.
